Article 3 A travel agency operating overseas tourism business shall meet the following conditions:

(3) There are no major illegal acts or major service quality problems during the operation period.

Article 4 A travel agency applying for overseas tourism business shall apply to the tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government. The tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall, within 30 working days from the date of accepting the application, complete the examination and approval of the application according to the conditions stipulated in Article 3 of these Measures, and report it to the tourism administrative department of the State Council for approval after examination and approval; If it disagrees after examination, it shall notify the applicant in writing and explain the reasons.

The approval of travel agencies to engage in overseas tourism business by the tourism administrative department of the State Council shall meet the requirements of tourism development planning and rational distribution.

Without the approval of the tourism administrative department of the State Council, no unit or individual may operate overseas tourism business without authorization or in disguised form by means of business, inspection and training.
