Article 17
The passport of the People's Republic of China is valid for five years, and can be extended twice, each time not exceeding five years. The application for extension should be made before the expiration of the passport. In foreign countries, the passport extension shall be handled by China's diplomatic representative offices, consular offices or other foreign agencies authorized by the Ministry of Foreign Affairs. In China, the passport extension of China citizens who have settled abroad shall be handled by the public security departments (bureaus) of provinces, autonomous regions and municipalities directly under the Central Government and their authorized exit-entry management departments of public security organs; The extension of passports of citizens living in China before leaving the country shall be handled by the exit-entry administration department of the public security organ where the original certificate was issued or where the household registration is located.
Legal basis:
According to Article 4 of the Passport Law of the People's Republic of China, ordinary passports are issued by the exit-entry administration of the Ministry of Public Security or the exit-entry administration of the public security organs of local people's governments at or above the county level entrusted by the Ministry of Public Security, as well as Chinese embassies, consulates and other institutions abroad entrusted by the Ministry of Foreign Affairs. Diplomatic passports are issued by the Ministry of Foreign Affairs. Official passports are issued by the Ministry of Foreign Affairs, the Chinese people, Chinese embassies and consulates abroad or other overseas institutions entrusted by the Ministry of Foreign Affairs, and the foreign affairs departments of the people's governments of provinces, autonomous regions, municipalities directly under the Central Government and cities with districts entrusted by the Ministry of Foreign Affairs.
Article 5 If a citizen goes abroad for non-official reasons such as settling in a foreign country, visiting relatives, studying, obtaining employment, traveling, engaging in business activities, he/she shall apply for an ordinary passport from the exit-entry administration department of the public security organ of the local people's government at or above the county level where his/her household registration is located.
