Article 1: In order to strengthen the management of the city’s accommodation industry, standardize business activities, improve service quality, and protect the legitimate rights and interests of tourists and accommodation operators, in accordance with the "Guizhou Province Tourism Regulations" and relevant laws and regulations These regulations are formulated based on the actual conditions of this city. Article 2 These Measures shall apply to the operation and management activities of tourist-star hotels and social hotels within the administrative region of this city that use specialized accommodation facilities and use room nights as the billing unit to mainly provide accommodation services to consumers.
Social hotels refer to hotels, hotels, hostels, hostels, resorts, country inns and other enterprises that provide business, conference, leisure, vacation and other corresponding services to the society, focusing on accommodation services. Article 3 The culture and tourism departments of the people's governments at or above the county level are responsible for the management of the operation of the accommodation industry and the standardization of service quality within their respective administrative regions.
Relevant competent departments such as market supervision, public security, emergency response, health, ecological environment, urban management, natural resources and planning, development and reform, and commerce should do a good job in the management of the accommodation industry in accordance with their respective responsibilities. Article 4 The competent department of culture and tourism of the Municipal People's Government shall take the lead in establishing a joint meeting system involving relevant competent departments and accommodation industry associations, and hold regular meetings to study and solve relevant issues related to the supervision and management of the accommodation industry. Encourage enterprises in the accommodation industry to establish e-commerce platforms for the accommodation industry, develop service functions such as online information inquiry, reservation and payment, realize online accommodation transactions, and promote the development of e-commerce in the accommodation industry.
The competent departments of culture and tourism should collect, summarize, and classify true and reliable information such as guest room size, occupancy rate, room rates, etc., and enter it into the accommodation industry management information system. Article 8 The competent department of culture and tourism of the Municipal People's Government shall regularly summarize and analyze the development and future trends of the city's accommodation industry, prepare an accommodation industry development report, and publish it in accordance with the relevant regulations on government information disclosure. Article 9 The establishment of an accommodation enterprise shall comply with the city's accommodation industry development plan, meet the accommodation industry standards stipulated by the state and local governments, and go through relevant procedures in accordance with the provisions of laws and regulations before it can operate. Article 10: The culture and tourism authorities shall, in conjunction with market supervision and other authorities, formulate and improve operating service specifications for various accommodation industry enterprises in accordance with industry standards.
Accommodation enterprises should follow national and local business service standards to ensure that facilities and equipment are intact and effective, implement relevant management systems, provide quality services, meet health standards, and meet energy conservation and environmental protection requirements.
Culture and tourism authorities should announce national and local business service specifications to the public. Article 11: Relevant competent authorities shall regularly carry out vocational skills training for accommodation industry enterprises.
Encourage accommodation industry enterprises to establish internal vocational training systems, withdraw and use employee training funds in accordance with national regulations, organize employees to participate in business, vocational skills training and pre-job training based on actual conditions, and truthfully keep training records. Article 12: Accommodation industry enterprises should take measures to guide tourists to save energy and environmentally friendly consumption; with the consent of tourists, they can reduce the provision of disposable consumables and the number of cleanings of guest room supplies.
The competent departments of culture and tourism should timely summarize the methods and experiences of accommodation enterprises in implementing energy conservation and environmental protection work, and promote their application. Article 13: Qualified accommodation enterprises shall, in accordance with the relevant regulations and standards of the state and this city, configure barrier-free facilities that ensure the safety and convenience of use by disabled people, the elderly and other groups.
Accommodation enterprises should regularly inspect, maintain and update the barrier-free facilities they configure to ensure the normal use of barrier-free facilities. Article 14: The competent departments of culture and tourism shall implement star standards for tourist hotels and may entrust tourist star hotel assessment agencies to carry out assessment work.
Accommodation enterprises that meet the conditions for tourist star hotel rating can apply for star rating from the tourist star hotel rating agency based on the tourist star hotel standards.
It is strictly prohibited for accommodation companies to use tourist star hotel logos without authorization, and it is strictly prohibited to use tourist star hotel standard terms in a misleading manner. Article 15 The competent departments of culture and tourism shall, in conjunction with the relevant competent departments, conduct regular service quality inspections on the accommodation industry in accordance with business service specifications, and announce the service quality inspection results to the public. Article 16 After checking in, passengers have the right to use the guest room independently.
Except for the following circumstances, no one is allowed to enter the guest room or otherwise affect the passenger's accommodation without the passenger's permission:
(1) In case of emergency situations that may endanger the personal safety of the passenger
(2) Law enforcement personnel of relevant departments perform official duties with relevant certificates in accordance with the procedures stipulated in laws and regulations;
(3) Hotel employees conduct inspections of guest rooms in accordance with the prescribed time Cleaning;
(4) Other circumstances stipulated by laws and regulations.
