What should travel agencies do if tourists stay abroad?

Paragraph 1 of Article 40 of the Travel Agency Regulations stipulates that if a tourist stays abroad and does not return, the tour leader appointed by the travel agency shall promptly report to the travel agency, the people of China, the embassy or consulate of China in that country and relevant overseas institutions. After receiving the report, the travel agency shall promptly report to the tourism administrative department and the public security organ, and assist in providing information on illegal residents. Paragraph 2 of Article 12 of the Interim Measures for the Administration of Border Tourism stipulates that if a member of a tour group stays abroad, the relevant travel agency shall promptly report to the frontier inspection station and the public security organ that issued the exit certificate, and bear the relevant repatriation expenses.
