How to get a tour guide card in Shanghai?
Shanghai Tourism Training Center is responsible for the training and examination of Shanghai tour guide qualification certificate. At present, the tour guide card is divided into primary, intermediate, domestic and international tour guides. The examination contents include China cultural topics, tour guide lyrics creation, basic knowledge of Chinese language and literature, basic knowledge of tour guides, tourism regulations and current affairs policies, and foreign languages. Procedures and requirements for issuing tourist guide cards
1. Issue a new certificate
Each candidate will receive the Application Form for Tourist Guide Card in duplicate from the Municipal Tourism Bureau with the Notice of Achievement (provincial travel agencies will go directly to the Examination Office of Tourist Guide Card of the Provincial Tourism Bureau), fill in the form as required, post photos and submit it to the travel agency for review and seal (the seal of the department/store is invalid, the same below). The relevant person in charge of the travel agency will submit the application form together with two large-inch color photos and one small-inch color photo to the municipal tourism bureaus, and the municipal bureaus will go to the Tour Guide Examination Office of the Provincial Tourism Bureau for handling (the provincial travel agency will hand it over directly).
* Note to candidates: The Tourism Bureau does not accept candidates' registration forms (the same below).
The junior tour guide must return the old tour guide card when applying for the certificate. If they don't have an old tour guide card, they must report the loss in Nanfang Daily.
2. Processing time (the same below)
It will be completed within 15 working days from the date when the guidance and examination office of introspection tourism bureau agrees to handle it. If there are special reasons for the extension, it will be announced in advance.
Handling fee (the same below)
1. Tour guide qualification certificate/grade certificate: 15 yuan/Zhang.
2. Tourist guide card: 15 yuan/Zhang.
3. Lost replacement
The lost tourist guide card must be declared lost in Nanfang Daily (format: "The tourist guide of the travel agency lost the tourist guide card (tourist guide card number), and now it is declared invalid"). I will fill out two application forms for tourist guide cards and post photos. After being audited and sealed by the unit, I will submit it to the municipal tourism bureaus together with the unit certificate, the lost statement newspaper and the one-inch color photo. The city bureau won't.
* Statement
If the tour guide qualification certificate and grade certificate are lost, they still have to be declared invalid in the newspaper, but whether they can be reissued depends on the notice of the National Tourism Administration.
3. Renewal of old certificates
Only the three certificates (qualification certificate, tour guide card and badge) are complete, with the unit certificate and the certificate of the Municipal Tourism Bureau, and approved by the Quality and Standardization Management Office of the Provincial Tourism Bureau.
* Replacement procedures
I fill in the Application Form for Tour Guide Card in duplicate, paste the photos, and submit them to the Municipal Tourism Bureau together with the unit certificate, qualification certificate, tour guide card, badge and two color photos one inch big and one inch small. According to the actual situation, the Municipal Tourism Bureau will produce the certificate, fill in the registration form of the tourist guide card, and submit it to the Quality and Standardization Management Office of the Provincial Tourism Bureau for review (the provincial travel agency will directly submit it to the Provincial Tourism Bureau for review), and go through the relevant formalities after the review.
4. Change and renewal
Tour guides of travel agencies in Guangdong Province must change their tour guide cards when they move in the province; Licensed tour guides from other provinces working in travel agencies in our province must also change their tour guide cards, but their certificates must be stamped by the National Tourism Administration before they can be processed.
* Replacement procedures
Tour guides in the province shall fill in the application form for tour guide card in duplicate and post photos. After being examined and sealed by the new unit, it shall be submitted to the Municipal Tourism Bureau together with the transfer certificate of the new unit, the resignation certificate of the old unit, the old tour guide card and the one-inch color photo.
In addition to the above procedures, licensed tour guides outside the province must also take the "Basic Knowledge of Guangdong Tourist Attractions" exam organized by the Guidance and Examination Office of the Provincial Tourism Bureau, and those who pass the exam can apply for a new card. The examination time shall be notified to the travel agency by the examination guidance office of the provincial bureau.
5. Expired replacement/damaged replacement
The tourist guide card will be accepted two months before its expiration.
If the tour guide's guide card is damaged during the tour, you can apply for renewal.

Measures for the administration of tourist guide cards

Article 1 In order to standardize and strengthen the management of tourist guide cards, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Administration of Tour Guides (hereinafter referred to as the Regulations).
Two, the tour guide card (including temporary tour guide card) is a legal certificate that the holder has been registered as a tour guide according to law and can engage in tour guide activities. Tour guides should wear a tour guide card when conducting tour guide activities. Those who engage in tour guide activities without a tour guide card shall be punished according to the relevant provisions of the Regulations.
In accordance with the relevant provisions of these measures, the tourist guide card is valid nationwide.
The tourist guide card is only for the holder's own use, and shall not be forged, altered, lent or traded.
3. The tourist guide card is designated by the National Tourism Administration (Annex I) and uniformly printed, and issued by the tourism administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as "provincial tourism administrative departments").
Provincial tourism administrative departments may entrust prefecture-level listed tourism administrative departments to issue tourist guide cards on their behalf as needed. If the provincial tourism administrative department entrusts the prefecture-level tourism administrative department to issue the tourist guide card on its behalf, it shall submit a written report to the National Tourism Administration for the record at the same time as making the entrustment decision.
Four, the front of the tour guide card is set with bilingual "China Tour Guide Card", the number of the tour guide card, the level of the tour guide, etc., and the recent 2-inch front photo of the holder is pasted in the middle, and the back is set with the holder's name, gender, ID number, number of the certificate of tour guide qualification (level), language, service travel agency, issuing authority (steel seal, issuing date and three-year validity period, etc.
On the front of the temporary tour guide card, the word "temporary" is written in a font that is not easy for the public to see. There is no tour guide grade and tour guide qualification certificate (grade) number, and the work unit project is added on the back. Valid for three months, the rest are the same as the tour guide card.
Five, the tour guide card and temporary tour guide card number respectively.
The tourist guide card number consists of the capital English letter "D" and 8 Arabic numerals. Among them, "D" stands for tour guide; Among the eight Arabic numerals, the first and second digits are the standard codes of the provincial administrative region where the tour guide is located, and the last six digits are numbered sequentially by the issuing authority. The issuing authority may also determine the third and fourth places as the area codes of cities according to needs; Letters and numbers are connected by "-"
The temporary tourist guide card number consists of capital letter "L" and 8 Arabic numerals. Where "L" means temporary tour guide, and the rest are the same as the number of the tour guide card.
Six, to apply for a tour guide card, you must obtain a tour guide qualification certificate in accordance with the "Regulations" and other relevant provisions of the National Tourism Administration, and do not have any circumstances stipulated in Article 5 of the "Regulations".
Travel agencies (including tour guide companies, the same below) can apply for a tour guide card on behalf of the applicant.
To obtain a tourist guide card, you must apply to the local provincial tourism administrative department or the prefecture-level tourism administrative department entrusted by the provincial tourism administrative department (hereinafter referred to as the "issuing authority") with the following materials:
(a) the applicant's "tour guide qualification certificate" or "tour guide grade certificate" (for inspection);
(two) the labor contract concluded with the travel agency or the certification materials registered with the tour guide company;
(three) the completed "application registration form for tourist guide card" (in duplicate, see Annex II for the style).
Upon examination, if it meets the prescribed conditions and materials, the issuing authority shall issue a guide card to the applicant; Notify the applicant in person or in writing if it does not meet the certification requirements; If the materials do not meet the requirements, the applicant shall be required to supplement and modify them.
Seven, to apply for a temporary tour guide card, you must have the specific language skills that are actually needed, and do not have any circumstances stipulated in Article 5 of the Regulations.
To receive a temporary tour guide card, you must apply to the issuing authority with the following materials:
(1) An application for a temporary tour guide card issued by the travel agency;
(2) Fill in a complete Registration Form for Applying for a Tour Guide Card (in duplicate, marked "Apply for a Temporary Tour Guide Card");
(3) materials proving that the applicant has a specific language ability.
Upon examination, the issuing authority shall issue a temporary tour guide card to those who meet the conditions for issuing temporary tour guide cards; Do not meet the conditions, notify the applicant himself.
Eight, the tour guide card is valid for 3 years, counting from the date of issuance. If the holder continues to engage in tour guide activities after the expiration of the validity period, he shall, three months before the expiration of the validity period, apply to the issuing authority for renewal with the upcoming tour guide card, tour guide qualification (grade) certificate and the application registration form for tour guide card (in duplicate, marked "renewal upon expiration").
The period of validity of the temporary tour guide card shall not exceed 3 months and shall not be extended. If a travel agency needs to be re-employed, it shall re-apply for a temporary tour guide card in accordance with the provisions of Article 7 of these Measures.
9. If the holder changes the service travel agency to continue to engage in tour guide activities within the validity period of the tour guide card, he shall apply for renewal of the tour guide card to the issuing authority where the newly hired travel agency is located on the strength of the original travel agency's approval to transfer or terminate the employment relationship, the original tour guide card and the certificate of tour guide qualification (grade), the labor contract or employment agreement signed with the newly hired travel agency, and the application registration form for tour guide card (in duplicate, marked "change and renewal").
During the validity period, if it is necessary to renew the tour guide card due to the promotion of the tour guide card level, it is necessary to apply for the renewal of the tour guide card to the local issuing authority with the original tour guide card and the newly obtained tour guide card level certificate and the application registration form for the tour guide card (in duplicate, marked "change and renewal").
Ten, the tour guide card is lost, the holder should promptly report to the service travel agency, by the travel agency to the loss of the tour guide card registration form to the issuing authority to report the loss, by the issuing authority will be lost the number of the tour guide card, the holder, the issuing authority and date published in the China Tourism News or its local provincial daily newspaper, and then by the holder or service travel agency to the tour guide qualification (grade) certificate, apply for the tour guide card registration form.
During the period of applying for a replacement tour guide card, the applicant shall not engage in tour guide activities.
If the tour guide card is damaged, the holder shall apply for renewal to the issuing authority with the original tour guide card, tour guide qualification (grade) certificate and the application registration form for tour guide card (in duplicate, marked "damaged renewal").
Eleven, according to the provisions of Article 8, Article 9 and Article 10 of these measures, the tour guide card shall be renewed, and the validity period of the tour guide card shall be recalculated.
In accordance with the provisions of the third paragraph of Article 8, Article 9 and Article 10 of these Measures, the tourist guide card shall be renewed and the original tourist guide card number shall be used; According to the provisions of the first paragraph of Article 10 of these Measures, the tour guide card shall be reissued, and the original tour guide card number shall be invalid and renumbered by the issuing authority.
Twelve, the holder shall accept the inspection conducted by the tourism administrative department according to law, and present the tourist guide card and submit relevant materials according to the requirements of the inspection organs and inspectors.
Tourism administrative departments and their staff shall show their inspection certificates when conducting on-site inspection of tour guides' certificates, otherwise the tour guides may refuse to accept the inspection.
Thirteen, the holder in violation of the "Regulations" and the relevant provisions of these measures to use the tourist guide card, the tourism administrative department can be based on the relevant provisions of the "Regulations", make corrections, withheld, revoked the tourist guide card and make a public announcement and other penalties, other organizations or individuals shall not be arbitrarily detained, destroyed or revoked.
Fourteen, the management of tourist attractions and scenic spots tour guides, by the provincial tourism administrative departments according to the local tourist attractions and scenic spots tour guides management measures, with reference to these measures to make provisions, but the tourist guide card can only be used in tourist attractions and scenic spots, its style and specifications must be significantly different from the provisions of the present measures.
Fifteen, these Measures shall be interpreted by the National Tourism Administration.
