Article 1 These Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and the actual situation of this Municipality. Article 2 These Measures shall apply to meteorological exploration, forecasting, service, meteorological disaster prevention, utilization of climate resources, meteorological scientific and technological research and related management activities within the administrative area of this Municipality. Article 3 The meteorological work in this Municipality shall, in accordance with the development requirements of science and technology-based and basic public welfare undertakings, focus on public welfare meteorological services, adapt to the characteristics of coastal areas and megacities, build a comprehensive meteorological detection system, improve the meteorological forecast and early warning system, and continuously improve the accuracy, timeliness and service level of meteorological forecast and severe weather warning. Article 4 The municipal, district and county people's governments shall strengthen the leadership and coordination of meteorological work and incorporate meteorological undertakings into the national economic and social development plan, scientific and technological development plan and financial budget at the same level. Article 5 The competent meteorological departments of cities, districts and counties (hereinafter referred to as the competent meteorological departments) shall be responsible for meteorological work in their respective regions under the leadership of the competent meteorological departments at higher levels and the people's governments at the corresponding levels.

Meteorological work in areas where there is no competent meteorological department shall be the responsibility of the municipal competent meteorological department. Article 6 The municipal, district and county people's governments shall increase investment in meteorological science and technology research and innovation, cultivate and introduce meteorological talents, protect meteorological scientific and technological achievements and popularize meteorological scientific knowledge.

The competent meteorological departments shall carry out basic and applied research on meteorological observation, meteorological disasters, climate change, space weather and atmospheric composition, strengthen international and domestic meteorological cooperation and exchanges, and accelerate the application and popularization of meteorological scientific and technological achievements. Article 7 The planning for the construction of meteorological facilities in this Municipality shall be worked out by the municipal competent meteorological department in conjunction with the departments of ocean, water affairs and civil aviation, and shall be submitted to the Municipal People's Government for approval and implementation after comprehensive balance by the municipal planning administrative department.

Meteorological facilities construction planning should follow the principles of reasonable layout, effective utilization, taking into account current and long-term needs, and be linked with urban planning. Article 8 This Municipality shall, in accordance with the provisions of the state, delimit the environmental protection scope for meteorological observation around the relevant meteorological stations, which consists of the core area and the control area.

The specific scope and protection requirements of the core area and control area of meteorological observation environmental protection shall be determined by the municipal competent meteorological department in conjunction with the municipal planning and management department according to the national meteorological observation environmental protection standards and submitted to the Municipal People's government for approval and promulgation. Ninth new construction, renovation and expansion of construction projects in the core area of meteorological observation and environmental protection, planning and management departments shall solicit the opinions of the municipal competent meteorological departments when submitting the construction project planning. The municipal competent meteorological department shall put forward audit opinions within fifteen working days.

New construction, renovation and expansion projects in the meteorological observation environmental protection control zone shall be examined and approved by the planning and management department in accordance with the national meteorological observation environmental protection standards, and the planning and management department may solicit the opinions of the competent meteorological departments as needed.

New construction, expansion and reconstruction projects shall avoid endangering the meteorological observation environment; If it is really unavoidable, the construction unit shall obtain the consent of the municipal competent meteorological department in advance and take corresponding measures before construction. Article 10 This Municipality protects meteorological facilities according to law, and no organization or individual may occupy, damage or move meteorological facilities without authorization.

Because of the implementation of urban planning or the construction of national key projects, it is necessary to relocate the national reference weather station and the national basic weather station, and the construction unit shall report to the competent meteorological department of the State Council for approval; If it is really necessary to relocate other meteorological stations, the construction unit shall report to the competent meteorological department of the city for approval. The relocation expenses shall be borne by the construction unit.

The relocation of meteorological stations shall be compared and observed in accordance with the relevant provisions of the state. The relocation of meteorological stations shall conform to the urban planning, the layout of meteorological facilities and the environmental protection standards for meteorological observation. Eleventh the establishment of meteorological observation information sharing system in this city, the municipal competent meteorological department is responsible for the daily maintenance and management, and provide information sharing and utilization services in accordance with the relevant provisions of the state.

Meteorological offices and stations affiliated to the competent meteorological departments and monitoring institutions of marine, water and civil aviation departments engaged in relevant meteorological detection shall, in accordance with relevant state regulations, submit meteorological observation data to the meteorological observation information system in a timely manner. Twelfth meteorological offices and stations subordinate to the competent meteorological departments shall regularly publish the weather forecast for the next 48 hours, not less than four times a day; Before major holidays or major social activities, the weather forecast for the next three to seven days shall be released and updated in time according to the weather changes.

Meteorological offices and stations subordinate to the competent meteorological departments shall provide meteorological information in different periods and regions, and forecast services for meteorological indicators such as air quality and fire risk rating.

Meteorological offices and stations subordinate to the competent meteorological departments shall timely release early warning information of meteorological disasters and update them in time according to weather changes.

The competent meteorological department shall take measures to facilitate the public to inquire about meteorological information. Thirteenth relevant departments of the municipal, district and county people's governments shall strengthen the planning and construction of meteorological information display devices in public places and main roads.

When broadcasting public meteorological forecast, weather conditions and meteorological disaster warning information through radio, television, newspapers, internet, telephone and public video, timely meteorological information provided by meteorological offices and stations subordinate to the competent meteorological department shall be used, and the name and release time of the publishing station shall be indicated, and the relevant contents shall not be added, deleted or changed without authorization.

Radio, television, "China Shanghai" portal and other media shall immediately broadcast the meteorological disaster warning information released by the meteorological offices and stations affiliated to the competent meteorological departments for no later than fifteen minutes.

Business or management units of airports, stations, docks, tourist attractions, main traffic lines, etc. The public should be reminded of meteorological disaster warning information in a timely manner.
