According to the conventional classification of foreign ships, the ships undertaking the above tasks should be three different types of special ships, namely, marine survey ships, meteorological ships and communication ships. However, due to the financial difficulties at that time, the ship integrated the characteristics of the three-type ship and was designed as a large multi-purpose ship. The ship has 10 deck, uses nearly 7,000 tons of steel, installs nearly 9,000 sets of instruments and equipment, lays nearly 29 kilometers of pipelines and cables 190 kilometers, and its construction capacity is equivalent to three 10,000-ton cargo ships.
