(4) Navigation Supervision Office (Hazard Management and Pollution Prevention Supervision Office)

To publicize and implement the relevant policies, regulations and rules on ship navigation safety and prevention of ship pollution, and formulate implementation measures and opinions; Responsible for navigation safety assessment, above-water and underwater construction, operation approval and navigation notice (warning) release and management; To guide the investigation and handling of water traffic accidents, be responsible for the statistics, analysis and reporting of water traffic accidents, and participate in the investigation and handling of serious water traffic accidents; Responsible for the safety supervision and management of ships carrying dangerous goods, guiding the emergency disposal of ship pollution, and organizing the training, examination and certification of dangerous goods declarers; Responsible for delineating navigable waters; Responsible for guiding the salvage and removal of sunken ships that affect navigation safety; Responsible for ship safety inspection and ship entry and exit visa management; Responsible for the safety supervision of the ferry, and guide the safety supervision and management of agricultural self-owned boats.

(5) Ship Crew Management Office (Audit Business Department)

To publicize and implement the policies and regulations on the supervision of ship crew, and formulate specific measures and implementation opinions; Responsible for the management of ship registration in the province; Responsible for the management of the training, registration, examination, certification and certification of all kinds of seafarers in the province; Responsible for the supervision and management of crew service agencies and crew employers; Be responsible for auditing the safety management system of the ship and its company, and issuing the Certificate of Compliance and the Certificate of Safety Management; Be responsible for the management, training and assessment of the auditors of the safety management system.

To publicize and implement the laws, regulations and technical standards of the state on ship inspection, and formulate the development plan, measures and relevant policies for ship inspection management; Responsible for the inspection of ships and seafood in the province and the issuance and management of relevant certificates; Responsible for the construction inspection management of large, new and special ships; Responsible for reviewing the annual inspection conditions of construction enterprises in the province; Responsible for the investigation and handling of quality accidents of ships and seafood; Responsible for the daily management of ship inspection business of quality management system; Responsible for the supervision and management of technical consulting service enterprises related to the quality of ship building and repairing.

(7) Ship Inspection Technology Department (Drawing Review Room)

To be responsible for the research on policies, regulations, norms and technical standards related to ship inspection; Responsible for the supervision and management of the qualification of legal survey institutions and survey personnel in the province; Responsible for the management of the ship drawing review business in the province; To be responsible for the management of technical archives of ship inspection; Responsible for organizing the professional training and assessment of ship surveyors in the province; Responsible for the development, use and maintenance of ship inspection business software; Participate in the investigation of major average and machine damage accidents of ships; Responsible for supervising and managing the design quality of ship design units; Responsible for ship inspection technology innovation, new technology promotion, ship standardization and energy saving and emission reduction.

(8) Policy and Regulation Section

Organize and carry out policy research on local maritime affairs, ship inspection and water law enforcement; To undertake the planning of local laws and regulations related to maritime ship inspection, coordinate the draft legislation, and be responsible for the review and reporting of normative documents; Responsible for the law enforcement and supervision of the local maritime system in the province; Responsible for the construction of local maritime law enforcement teams in the province and the management of law enforcement certificates, and guide and supervise the on-the-job training and re-education of law enforcement personnel; To undertake the legal publicity and education work of this Council; To organize and implement the administrative licensing work of this Council; Assist in responding to administrative reconsideration and administrative litigation cases of bureau organs; Responsible for the open and transparent operation of administrative power online.

(9) Office of Science and Technology Informatization

Responsible for organizing the formulation of the local maritime system development planning and scientific and technological information planning in the province; Organize the implementation of local maritime ship inspection science and technology projects, the introduction and development of innovative technologies and the promotion and management of scientific and technological achievements in the province; Responsible for the construction and management of local maritime system informatization projects in the province; Organize and guide the standard measurement, intellectual property rights, technical exchange and scientific and technological innovation of local maritime systems in the province; Establish and improve the basic database of local maritime ship inspection management in the province, and be responsible for the collection, summary and statistical analysis of all kinds of data; Responsible for the construction and management of maritime websites and the training of new technical knowledge of computer professionals.

(10) Command and Dispatch Section

Publicize and implement the laws and regulations on water search and rescue, and formulate implementation measures for search and rescue; Responsible for contact, communication and coordination with the superior maritime search and rescue center, adjacent maritime search and rescue centers and search and rescue member units; Organize the preparation and improvement of emergency plans for major water disasters, and carry out drills for relevant plans; Organize and coordinate the water search and rescue work in the jurisdiction; Carry out activities such as exchange training on water search and rescue work; Responsible for the 24-hour duty of the Provincial Water Search and Rescue Bureau; Collect information such as weather forecast and navigation management, analyze and evaluate in time, and put forward preventive measures; Responsible for the video monitoring of water traffic and GPS supervision of ships in the local maritime system of the province.

(eleven) water law enforcement and supervision departments

To publicize and implement the relevant policies, regulations and rules on water traffic safety supervision, aviation management and navigation administration law enforcement, and formulate specific implementation measures and opinions; To be responsible for guiding and supervising the inspection, stop, coercion and punishment of ships violating the laws and regulations of waterway transportation; To be responsible for guiding and supervising the inspection and handling of illegal maritime acts of ships, restrictions on the use of navigation channels beyond the channel level, occupation of navigable waters, unauthorized transportation and beyond the scope of business; Responsible for guiding the cruising of navigable waters and ports, and supervising and managing the navigation order and traffic control; Guide and supervise the law enforcement work of Shanghai Airlines' water law enforcement agencies in cities and counties, and be responsible for the business training of water law enforcement.
