As of 2018, Zhaotong Daguan County governs 8 towns and 1 township. The eight towns are: Cuihua Town, Yuwan Town, Mugan Town, Jili Town, Tianxing Town, Gaoqiao Town, Shoushan Town, and Yuele Town; one township is: Shanggaoqiao Township.
As of 2018, Daguan County has a total population of 286,000, and there are 21 ethnic minorities including Miao, Yi, and Hui. The county has overlapping dangerous passes and strong pass towns, hence the name "Daguan". Daguan County is dominated by the Han, Hui, Yi, and Miao ethnic groups. In addition to the above ethnic groups, there are also Tibetan, Zhuang, Dai, Wa and other ethnic minorities living there.

Historical evolution
During the reign of Emperor Shizu of the Yuan Dynasty, Wumeng Road (today’s Zhaotong) governed Guihua Prefecture (today’s Daguan County), and the local chief official’s lawsuit (Today's Yanjin County), at this time, the county belonged to the Guihua Prefecture of Wumeng Road, Yunnan Province. Soon Wumeng Road was changed to the Wumeng Military and Civilian Xuanfu Division. In the 24th year of the Yuan Dynasty, it was promoted to the Wusa and Wumeng Xuanwei Division, which took over Wumengsa Road, Wumeng Road, Dongchuan Road, Mangbu Road and other places. Today, the ownership of Daguan County has not changed.
In September of the first year of the Yuan Dynasty (1335) of Emperor Shun, the land of Wusa and Wumeng was under the jurisdiction of Sichuan Province, and the county was under the jurisdiction of Wumeng Road of Sichuan Province. In June of the ninth year of Hongwu in the Ming Dynasty (1376), Daguan belonged to the Chief Secretary of Sichuan. Today, Daguan County is under the jurisdiction of Wumeng Mansion, the Chief Secretary of Yunnan. In the first month of the 16th year of Hongwu (1383), the three prefectures of Wumeng and Meng were under the jurisdiction of the Sichuan Chief Envoy, and the county was under the jurisdiction of Wumeng Prefecture in Sichuan.
In the fifth year of the reign of Emperor Yongzheng of the Qing Dynasty (1727), the two prefectures of Wumeng and Zhenxiong were placed under the jurisdiction of Yunnan, and the county was placed under the jurisdiction of Wumeng Prefecture of Yunnan Province. In the sixth year of Yongzheng's reign, the Daguan Hall was built, and the general magistrate was stationed there.
In the second year of the Republic of China (1913), it was renamed Daguan. At first it belonged to the Central Yunnan Road, but later it was abolished and directly belonged to the province. In the 6th year of the Republic of China, 14 townships were divided from the north of Lishan County to establish Yanjin County. In the 32nd year of the Republic of China, Daguan County was placed under the jurisdiction of the Zhaotong Administrative Inspectorate.
After the founding of the People's Republic of China, Dajiang was liberated in April 1950 and came under the jurisdiction of Zhaotong Prefecture of Yunnan Province. On October 4, 1958, Yanjin and Daguan counties were merged and called Daguan County, and their affiliation remained unchanged. On April 28, 1961, Daguan and Yanjin were divided into counties, each of which restored its original name, but the affiliation of Daguan remained unchanged.
