How does famine regulate the season?

I play the giant version, and the default is Spring and Autumn. If it is spring, the next season is summer. Sadly, summer is not fully prepared, so the default season is the best autumn. If autumn comes first, the next season is winter, the next season is spring, and then summer. So there is plenty of time to prepare the fire extinguisher.
