Meteorological Regulations of Guizhou Province (2009)
The people's governments at or above the county level shall formulate plans for the development of local meteorological undertakings, which shall be incorporated into the plans for national economic and social development, and the funds shall be incorporated into the fiscal budget at the same level. The competent meteorological departments at or above the county level, under the leadership of the competent meteorological departments at higher levels and the people's governments at the same level, are responsible for meteorological planning, coordination, guidance, supervision and services within their respective administrative areas, and perform their duties of industry management.
The relevant departments of the people's governments at or above the county level shall be responsible for meteorological related work in accordance with the division of responsibilities. Article 5 Local meteorological undertakings mainly include: weather and climate monitoring, information collection and transmission, processing service system, meteorological disaster prevention system, climate change response system, development, utilization and protection of climate resources, rural meteorological science and technology service network, etc. Article 6 The competent meteorological departments at or above the county level shall strengthen meteorological services such as the development and utilization of climate resources, comprehensive agricultural development, ecological environment protection, flood control and drought relief, forest fire prevention, crop meteorological yield prediction, poverty alleviation through science and technology, water and energy conservation, and tourism. , to carry out the popularization of meteorological scientific knowledge, meteorological disaster prevention technology and agricultural meteorological practical technology, and complete other projects stipulated by the state and the province. Article 7 People's governments at all levels and competent meteorological departments shall commend and reward units or individuals that have made remarkable achievements in meteorological work. Chapter II Protection of Meteorological Observation Environment and Facilities Article 8 The people's governments at or above the county level shall organize the formulation of special plans for the protection of meteorological observation environment and facilities, and organize their implementation after incorporating them into urban and rural planning. Article 9 The scope of environmental protection for meteorological observation:
(a) the edge of the ground meteorological observation field is at least 100 meters away from the highest water level sideline of large water bodies; The distance from the edge of railway subgrade must be greater than 200m (the edge of electrified railway subgrade is greater than100m); The distance from the edge of highway subgrade must be greater than 30 meters; The interference source that is harmful to the detection environment identified by the provincial meteorological authorities must be more than 500 meters away; The distance from the rows of obstacles is at least 10 times of the height of obstacles in national reference weather stations and basic weather stations, and at least 8 times of the height of obstacles in national general weather stations; The distance from the surrounding isolated obstacles is at least 10 times of the obstacle height, at least 8 times of the obstacle height of the national basic weather station and at least 3 times of the obstacle height of the national general weather station; Trees and tall crops shall not be planted around the observation field/within 0/0 meter of Kloc;
(two) the height angle of obstacles in the sunrise and sunset direction of the solar radiation observation field is less than or equal to 5 degrees, and the surrounding obstacles shall not block the sensing surface of solar radiation and sunshine instruments;
(three) the elevation of obstacles around the high-altitude meteorological observation station shall not exceed 5 degrees, and the downwind direction of the prevailing wind in the high-altitude meteorological observation station shall not exceed 2 degrees. There shall be no overhead wires, trees and other obstacles within a radius of 50 meters; The radio transmission frequency and electromagnetic radiation field strength set around shall not interfere with the detection signal;
(4) There shall be no buildings and fire sources within 50 meters around the hydrogen production room;
(5) The shielding elevation angle in the main detection direction of meteorological radar station shall not be greater than 0.5 degrees, and the isolated shielding azimuth angle shall not be greater than 0.5 degrees; The shielding elevation in other directions shall not be greater than 1 degree, the isolated shielding azimuth shall not be greater than 1 degree, and the total shielding azimuth shall not be greater than 5 degrees. There should be no interference sources around the weather radar station that interfere with radar reception. Article 10 The following meteorological observation environments and facilities shall be protected according to law:
(1) National reference meteorological stations, basic meteorological stations, general meteorological stations, automatic meteorological stations, solar radiation observation stations, acid rain monitoring stations and eco-meteorological monitoring stations (including agricultural and forestry meteorological stations);
(2) High-altitude meteorological observation stations, meteorological radar stations, meteorological satellite ground receiving stations, satellite monitoring and control stations, satellite ranging stations, environmental meteorological monitoring stations, remote sensing satellite radiation correction fields and lightning detection stations;
(3) The outfield environment of the GPS meteorological observation station and the special meteorological channels, frequencies, lines, networks and corresponding facilities;
(4) Other meteorological observation environments and facilities that need to be protected. Article 11 It is forbidden to occupy, damage or move facilities and equipment of meteorological stations without authorization, set up obstacles and carry out engineering construction activities such as blasting, sand mining (stone), earth borrowing, burning and grazing within the scope of environmental protection for meteorological observation; Do not enter meteorological stations to carry out activities that affect meteorological detection. Twelfth due to special reasons, it is really necessary to move the national reference weather station, basic weather station and general weather station or their facilities, shall meet the following conditions:
(a) in line with the overall land use planning, urban and rural planning;
(2) The relocation of national reference weather stations and basic weather stations shall comply with the relevant provisions on land use for national key projects;
(three) the newly selected meteorological station site shall comply with the provisions of Article 9 of these regulations;
(four) the cost of relocation or reconstruction of meteorological stations shall be borne by the construction unit, and the required land shall be handled according to law.
Where the national general meteorological station or its facilities are relocated, the construction unit shall apply to the provincial competent meteorological department, which shall make a decision on whether to approve or not within 20 days from the date of receiving the application. If approval is decided, an approval document shall be issued to the applicant; If it decides not to approve, it shall notify the applicant in writing and explain the reasons.
Where a national reference weather station, basic weather station or its facilities are relocated, the construction unit shall apply to the provincial competent meteorological department, which shall submit the preliminary examination opinions and all application materials to the the State Council competent meteorological department for examination and approval within 20 days from the date of receiving the application.
The relocation of meteorological stations shall be compared and observed in accordance with the relevant provisions of the state.
