Why don't Hong Kong blow up mountains and build houses?

According to Baidu Encyclopedia, Hong Kong itself is densely populated, and the humidity near the sea is relatively high. If the mountain is rebuilt, the air quality of residential buildings is not guaranteed, and there is typhoon weather in Hong Kong, so Hong Kong does not blow up mountains to build houses.
