Regulations of Anhui Province on Meteorological Management (revised on 20 15)
Agriculture, forestry, water conservancy, civil aviation and other departments with professional meteorological stations are responsible for managing their own meteorological work according to the division of responsibilities, and accept the industry management of the competent meteorological departments. Article 4 Responsibilities of competent meteorological departments at all levels:
(a) unified management of the production and release of meteorological forecasts, and gradually improve the quality of forecasts;
(two) responsible for the development, utilization and protection of climate resources, and participate in the decision-making of meteorological disaster prevention;
(three) responsible for the national economic and social development plan, key construction projects, major regional economic development projects and urban planning necessary climate feasibility demonstration;
(four) centralized management of social production, people's life and meteorological related safety facilities design, construction and technical inspection;
(five) responsible for the implementation of artificial influence on local weather;
(six) other duties granted by the competent meteorological department at a higher level and the people's government at the same level. Fifth people's governments at all levels should strengthen their leadership in meteorological work and increase their investment in meteorological undertakings. Encourage the development of meteorological undertakings relying on scientific and technological progress, promote meteorological modernization, enhance meteorological service capabilities, and improve social and economic benefits.
Units and individuals that have made remarkable achievements in meteorological work shall be commended and rewarded by people's governments at all levels or competent meteorological departments. Chapter II Construction of Local Meteorological Undertakings Article 6 Local meteorological undertakings that are not uniformly distributed by the state and serve local economic construction and people's lives mainly include:
(a) the establishment of meteorological observation stations and their detection information transmission networks;
(two) the establishment of meteorological satellite remote sensing receiving and processing system, forest fire weather forecast system, TV weather forecast production system, lightning monitoring system, meteorological disaster monitoring and early warning system;
(3) Serving industrial and agricultural production, urban construction, disaster prevention and mitigation and the development and utilization of climate resources;
(four) weather modification operations and their experimental research;
(five) social public meteorological service and rural meteorological science and technology service network construction. Seventh local meteorological undertakings should be included in the national economic development plan, and the required capital construction investment and related business funds should be included in the financial budget of the people's government at the same level.
Units and individuals are encouraged to participate in the construction of local meteorological undertakings by means of investment and technology transfer, and their economic interests and legitimate rights and interests are protected by law. Chapter III Protection of Meteorological Observation Facilities and Observation Environment Article 8 Meteorological observation facilities and observation environment are protected by law, and no unit or individual may damage them. The scope of protection shall be implemented in accordance with the technical requirements of the state and the province on meteorological observation environment. Ninth meteorological observation environmental protection should be incorporated into the overall land use planning, urban planning and village and market town construction planning.
Within the scope of environmental protection for meteorological observation, no construction or other activities that do not meet the environmental protection standards for meteorological observation shall be approved or carried out. If such activities are really necessary, the planning, construction, land, radio management and other relevant departments and construction units must obtain the consent of the competent meteorological departments. Article 10 The layout of the sites of meteorological stations and their facilities shall remain stable for a long time. Because of engineering construction and urban planning, it is really necessary to relocate general meteorological stations or their facilities, the construction unit must report to the provincial meteorological authorities for approval one year in advance; If it is really necessary to relocate the national benchmark weather station or basic weather station, the construction unit must report to the provincial competent meteorological department two years in advance and report to the competent meteorological department of the State Council for approval. The cost of relocation shall be borne by the construction unit. Eleventh meteorological facilities and detection environment are damaged due to force majeure factors, the local people's government and the competent meteorological departments should take emergency measures, organize forces to repair, to ensure the normal operation of meteorological work. Professional meteorological stations can issue professional weather forecasts to their own departments. Thirteenth meteorological stations shall, in accordance with the requirements of meteorological technical specifications, accurately and timely produce and issue meteorological forecasts and severe weather warnings, and timely issue supplementary or revised forecasts and warnings according to weather changes. Fourteenth posts and telecommunications departments shall, in accordance with the relevant provisions of the state, cooperate with the competent meteorological departments to ensure smooth meteorological communication and complete the transmission of meteorological information, meteorological forecast and severe weather warning quickly and accurately.
