Article 4 Weather modification shall be organized, implemented, guided and managed by the competent meteorological departments under the leadership and coordination of local people's governments at or above the county level according to the scale and scope of operations. Article 5 To carry out weather modification work, a weather modification work plan shall be formulated. The work plan of weather modification shall be worked out by the relevant local competent meteorological departments in consultation with the relevant departments at the same level and implemented after being approved by the people's government at the same level.
