Article 1 In order to prevent and mitigate lightning disasters, standardize lightning protection and disaster reduction activities, protect the safety of life and property of the state and people, and promote economic and social development, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Meteorological Regulations of Shaanxi Province and relevant laws and regulations, and combined with the actual situation of this Municipality. Second organizations and individuals engaged in lightning protection and disaster reduction activities within the administrative area of this Municipality shall abide by these measures. Article 3 The municipal competent meteorological department, under the leadership of the competent meteorological department at a higher level and the people's government at the same level, is responsible for the management of lightning protection and disaster reduction in the whole city, and specifically organizes the implementation of lightning protection and disaster reduction in Xincheng District, beilin district, Lianhu District, Yanta District, weiyang district, Baqiao District and yanliang district.

The competent meteorological departments of Lintong District, Chang 'an District and cities and counties are responsible for organizing the implementation of lightning protection and disaster reduction within their respective administrative areas.

Safety production supervision, planning, construction, public security, quality and technical supervision and other administrative departments shall, in accordance with their respective responsibilities, do a good job in lightning protection and disaster reduction. Seventh the following buildings (structures), facilities or places that are vulnerable to lightning disasters shall be equipped with lightning protection devices:

(a) lightning protection buildings (structures) of Class I, II and III specified in the Code for Lightning Protection Design of Buildings;

(2) Places where inflammable and explosive articles and other dangerous chemicals are produced and stored, as well as places for sports, tourism and entertainment;

(3) Public service facilities such as posts and telecommunications, power production, transportation, radio and television, electronic information systems, financial securities, medical and health care, culture and education, and cultural relics protection;

(4) Other places or facilities where lightning protection devices should be installed in accordance with relevant regulations. Eighth organizations engaged in lightning protection device detection, lightning protection engineering design and construction shall obtain corresponding qualifications.

It is forbidden to engage in lightning protection device detection and lightning protection engineering design and construction without qualification or beyond the scope of qualification. Ninth buildings, other facilities or places shall be designed in accordance with the national technical standards and norms for lightning protection design. Construction projects that need to adopt comprehensive lightning protection design shall be assessed for lightning strike risk level before design. The construction unit shall submit the design drawings and related materials of lightning protection devices to the local competent meteorological department for review. If the examination fails, it shall be revised and re-submitted. After the lightning protection device is completed and the completion test report is obtained, the construction unit shall apply to the local competent meteorological department for completion acceptance. The term "completion acceptance" as mentioned in these Measures refers to the final measurement of lightning protection devices in the acceptance stage and the compilation of final test documents.
