Why didn't Hami earthwork start?

1. Adverse weather conditions: Hami earth and stone works need to be carried out under dry and stable weather conditions. If there is bad weather such as rain and snowstorm in the local area, the construction will be forced to suspend or delay.

2. Insufficient preparatory work: Hami earthwork project needs a lot of preparatory work, including site cleaning, survey and measurement, equipment deployment, etc. If the preparatory work is not completed or the progress is slow, the earthwork will not start normally.
