"2+26" cities should carry out classified management of iron and steel enterprises, and make a peak-shifting shutdown plan before the end of September 20 17 according to the pollution discharge performance level. In key cities such as Shijiazhuang, Tangshan, Handan and Anyang, the steel production capacity is limited by 50% in the heating season. The production capacity of blast furnace is calculated and verified by the actual electricity consumption of enterprises.

In addition to ensuring people's livelihood tasks such as heating, building materials industries such as cement, brick kilns, ceramics and gypsum boards all stopped production during the heating season. The plan requires that all localities should combine the industrial characteristics of the local building materials industry and put forward a wider range of peak-shifting production requirements.

Optimize the production control of non-ferrous chemical industry. In the heating season, the production limit of electrolytic aluminum plants is more than 30%, and that of alumina enterprises is 30%. Carbon enterprises that fail to meet the special emission limits will stop production, and those that meet the special emission limits will be limited by more than 50%; Pharmaceutical enterprises involved in the production of APIs are involved in the VOCs emission process, and pesticide enterprises that use organic solvents in the production process are involved in the VOCs emission process, and production is suspended in principle during the heating season.

Peak-shifting transportation of bulk materials in industrial enterprises. During the early warning period of heavy pollution weather, except for people's livelihood security materials, vehicles in ports around Bohai Sea are prohibited from entering and leaving the port area.
