March 23rd is World Meteorological Day. 1947 September to 10/0 October, the International Meteorological Organization (IMO) held a meeting of meteorological directors of 45 countries in Washington, USA, and decided to establish the World Meteorological Organization (WMO) and adopted the WMO convention. According to the convention, the 30th day after the 30th ratification is the date of entry into force of the WMO convention. 1950 On February 2 1, the Iraqi government submitted its thirtieth ratification, and on March 23, the Convention of the World Meteorological Organization came into effect, marking the official birth of the World Meteorological Organization. In order to commemorate this special day, 1960, the World Meteorological Organization designated March 23rd, the effective date of the Convention, as \ \ \ "World Meteorological Day \ \", and from 196 1, it organized the global meteorological and hydrological circles to hold celebrations every year.

In order to better organize commemorative activities, the World Meteorological Organization chooses a commemorative theme every year according to current international hot issues. The theme of this year's World Meteorological Day is "Reducing vulnerability to extreme weather and climate events". The World Meteorological Organization chose this theme, on the one hand, it expressed its strong concern about the increasingly frequent weather and climate disasters and their harm to human society; On the other hand, it is also recognized that the adverse effects of extreme weather and climate events can be minimized by strengthening the monitoring and forecasting of weather and climate, and it is hoped that by publicizing this theme, countries will be called upon to take measures to slow down the global warming trend and further strengthen meteorological work, so as to reduce the harm of extreme weather and climate events to human society. At the same time, the World Meteorological Organization chose this theme to coincide with the upcoming World Summit on Sustainable Development in 2002 in Johannesburg, South Africa. This summit will not only discuss the implementation of the agenda of the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil in 1992, but also study the declaration of the United Nations Millennium Summit and current disaster reduction activities, including the International Strategy for Disaster Reduction (ISDR).
