What is a polar vortex?

It is a circulation mode in which strong winds flow through the low-pressure system, which generally appears in the Arctic in winter. The role of this vortex is to keep the circulation of cold air in polar regions. However, when the vortex breaks down or splits in two, it may transfer cold air to the south.
