Regulations of Heilongjiang Province on Meteorological Disaster Prevention
Citizens, legal persons and other organizations have the obligation to participate in meteorological disaster prevention, and have the right to report illegal acts in meteorological disaster prevention activities. Article 5 The people's governments at all levels shall exercise unified leadership over the prevention of meteorological disasters within their respective administrative areas, and the competent meteorological departments at or above the county level shall be specifically responsible for organizing the implementation of these Regulations.
Departments in charge of agriculture, water conservancy (water affairs), forestry, animal husbandry, land and resources, construction, transportation, civil aviation, railways, environmental protection, health, civil affairs, radio and television, education, public security, safety supervision, postal communication and tourism. The competent meteorological departments at or above the county level shall do a good job in the prevention of meteorological disasters in accordance with the division of responsibilities.
The meteorological management agencies of the Provincial Agricultural Reclamation Bureau and the Forestry Industry Bureau are specifically responsible for the prevention of meteorological disasters within their own systems, and accept the guidance, supervision and industry management of the provincial meteorological authorities.
Meteorological offices (stations) belonging to the provincial prison administration, the Civil Aviation Administration and other relevant departments shall carry out meteorological disaster prevention work and accept the guidance, supervision and industry management of the local competent meteorological departments. Sixth people's governments at or above the county level shall incorporate meteorological disaster prevention into the national economic and social development plan of the people's government at the corresponding level, and establish and improve the organization, command and coordination mechanism and emergency plan for meteorological disaster prevention.
The people's governments at or above the county level shall include the capital construction investment and career funds needed to serve the local meteorological disaster prevention into the fiscal budget at the corresponding level. Article 7 People's governments at or above the county level shall encourage and support scientific and technological research on meteorological disaster prevention and popularize advanced meteorological disaster prevention technologies.
The competent meteorological departments at or above the county level and propaganda, education, scientific popularization and other units shall strengthen the popularization of scientific knowledge of meteorological disaster prevention, organize various forms of publicity and education activities, and enhance the awareness and ability of citizens and the whole society in disaster prevention and resilience. Chapter II Planning and Construction Article 8 People's governments at or above the county level shall organize competent meteorological departments at the same level and other relevant departments to formulate meteorological disaster prevention plans in their respective administrative areas.
Meteorological disaster prevention planning includes the following contents:
(a) the analysis and prediction of the current climate situation and the development trend of meteorological disasters;
(2) Meteorological disaster-prone areas;
(3) Defense objectives and tasks;
(4) Plans and measures for disaster prevention and mitigation;
(five) the construction of early warning and defense systems, monitoring stations and other facilities. Ninth competent meteorological departments at or above the county level shall, according to the meteorological disaster prevention plan, formulate the implementation plan of meteorological disaster prevention system, and report it to the people's government at the same level for approval before implementation.
The implementation plan of meteorological disaster prevention system includes the following contents:
(a) meteorological disaster information collection, analysis and processing system;
(2) Meteorological disaster forecasting and early warning system;
(3) Meteorological disaster investigation and evaluation system;
(4) Command system for weather modification operations;
(five) lightning, rainstorm (snow), drought, frost, hail, fire and other related meteorological disasters prevention system. Article 10 The people's governments at or above the county level shall, according to the needs of meteorological disaster prevention work in this region, build or use existing facilities for broadcasting meteorological disaster warning signals such as electronic display screens and voice transmission in densely populated areas, economic development zones, schools, tourist attractions, transportation hubs and disaster-prone areas.
It is forbidden to occupy, damage or move meteorological disaster prevention facilities and facilities for broadcasting disastrous weather warning signals without authorization. Chapter III Monitoring, Forecasting and Early Warning Article 11 The competent meteorological departments of provinces and cities (administrative offices) shall be responsible for establishing the platform of meteorological disaster monitoring information system.
Meteorological, agriculture, water conservancy (water), forestry, animal husbandry, land resources, transportation, civil aviation, railways, environmental protection, health, civil affairs, education, information industry, tourism and other relevant departments shall, according to their respective functions and duties, provide meteorological disaster-related information to the meteorological disaster monitoring information system platform in a timely and accurate manner to realize the enjoyment of meteorological disaster monitoring information. Twelfth public meteorological forecasts and severe weather forecasts and warnings shall be uniformly issued by the meteorological stations (stations) affiliated to the competent meteorological departments at or above the county level in accordance with the provisions of their duties and areas of responsibility for forecasting services. If disastrous weather may cause meteorological-derived disasters, the relevant competent departments shall issue them in accordance with the relevant provisions of the state.
