Early warning signals are divided into rainstorm, blizzard, drought, lightning, hail, fog, gale, sandstorm, low temperature, high temperature, frost, cold wave, road icing, dry hot wind and smog. The warning signal consists of name, icon, standard and defense guide (see annex).
When multiple meteorological disasters occur at the same time or are predicted to occur, multiple early warning signals can be issued at the same time according to corresponding standards. Article 4 The levels of early warning signals are generally divided into four levels according to the degree of harm, urgency and development trend that meteorological disasters may cause: level IV (general), level III (heavier), level II (serious) and level I (particularly serious), which are indicated by blue, yellow, orange and red in turn and marked in Chinese and English. Fifth people's governments at all levels shall, according to the level of early warning signals and local conditions, formulate corresponding emergency plans for meteorological disaster prevention.
Agriculture, water conservancy, housing and urban and rural construction, transportation, communications, land resources, industry and information technology, safety production supervision, human resources and social security, education, health, public security, tourism, electric power and other relevant departments shall refer to the early warning signal defense guide in the annex to these measures, and formulate and organize the implementation of meteorological disaster prevention measures in combination with the actual situation of their own departments to avoid or reduce casualties and economic losses caused by meteorological disasters. Article 6 People's governments at all levels shall strengthen their leadership over the release and dissemination of early warning signals, establish and improve the coordination mechanism for the release and dissemination of early warning signals and the sharing platform for meteorological disaster early warning information.
The competent meteorological departments at all levels shall be responsible for the management of the release, cancellation and dissemination of early warning signals within their respective administrative areas, formulate business processes for the production and release of early warning signals, and report them to the competent meteorological departments at the next higher level for the record.
Radio, film and television, communications, housing and urban and rural construction, transportation, tourism and other relevant departments shall closely cooperate with the competent meteorological departments at the same level, establish a working mechanism for the timely dissemination of early warning signals, and formulate specific measures for the dissemination of early warning signals to ensure the smooth and timely dissemination of early warning signals. Seventh people's governments at all levels should strengthen the meteorological disaster monitoring and early warning and early warning signal production, release and dissemination of infrastructure construction. No organization or individual may occupy, damage or move the early warning signal transmission facilities without authorization. Eighth competent meteorological departments and other relevant departments should do a good job in education and publicity of early warning signals, popularize knowledge of meteorological disaster prevention and mitigation, enhance public awareness of disaster prevention and mitigation, and improve public self-help and mutual rescue capabilities. Article 9 Meteorological offices and stations subordinate to competent meteorological departments at all levels shall be responsible for issuing early warning signals within the scope of responsibility of this forecasting service. No other organization or individual may issue early warning signals to the public.
The contents of early warning signal release include: release unit, release time, meteorological disaster type, early warning signal level, occurrence period, affected area and defense tips. Article 10 Meteorological offices and stations subordinate to competent meteorological departments at all levels shall make full use of radio, television, fixed network, mobile network, Internet, electronic display devices and other means to timely and accurately release early warning signals to the society, update or cancel early warning signals in time according to weather changes, report to the people's government at the same level and the competent meteorological department at a higher level, and notify relevant departments. Eleventh radio, television, Internet and other media and telecom operators should start to spread the early warning signal information within 15 minutes after receiving the real-time early warning signal provided by the meteorological station affiliated to the competent meteorological department, and indicate the release time and the name of the meteorological station.
In the dissemination of early warning signals, the contents and key terms of early warning information shall not be changed without the consent of meteorological stations; Meteorological information broadcast by other media shall not be reproduced. Article 12 People's governments at all levels and their relevant departments shall, after receiving the early warning signals provided by the meteorological offices and stations affiliated to the competent meteorological departments, start corresponding emergency plans or take corresponding effective measures in time according to the needs of preventing meteorological disasters, so as to avoid or mitigate meteorological disasters. Thirteenth schools, hospitals, shopping malls, enterprises, mining areas, city squares, airports, ports, stations, highways, tourist attractions and other crowded public places management units should use electronic display devices or other facilities to spread early warning signals, and take effective measures to do a good job of prevention. Fourteenth meteorological staff dereliction of duty, leading to major mistakes in the release of early warning signals, the directly responsible personnel and the relevant person in charge shall be given administrative sanctions according to law; If a crime is constituted, criminal responsibility shall be investigated according to law. Fifteenth in violation of the provisions of article eleventh of these measures, the contents and key terms of early warning information are changed without authorization when spreading early warning signals, and the relevant competent meteorological departments shall order them to make corrections. If the circumstances are minor, a fine ranging from 1000 yuan to 5,000 yuan may be imposed; If the circumstances are serious, a fine of more than 5000 yuan 10000 yuan may be imposed.
