In order to further strengthen the construction of socialist spiritual civilization, reduce the occurrence of fires, explosions and other casualties, and ensure the safety of people's lives and property and the normal life and work order, according to the provisions of Articles 28, 33 and 42 of the Regulations on the Safety Management of Fireworks and Firecrackers in the State Council, as well as the relevant provisions of the Public Security Administration Punishment Law and the Criminal Law. The notice on the prohibition of fireworks and firecrackers in urban areas is as follows:

1. The range where fireworks and firecrackers are prohibited: Messi, Zhongshan, Zhu Min, Changxing, Hu Xin, Baishaqi, Pengmei, Hu Mei, Qifeng and Changfu in Messi Street, Xinhua, Jinjie and Liu Dong in Liucheng Street, and South America, Meilin, Mei Ting, Zhuangding, Fuxi, Messi, Yangmei and Lidong in Meilin Street.

Article 119 Whoever, in violation of the provisions of this Law, sets off fireworks and firecrackers in the time and area where the people's government of a city forbids it, shall be punished by the supervision and administration department determined by the local people's government at or above the county level according to law.

Two. Regulations on the safety management of fireworks and firecrackers

Article 36. Those who produce and operate fireworks and firecrackers without permission, or sell black powder, pyrotechnics and fuses to units or individuals that have not obtained the safety production license for fireworks and firecrackers, shall be ordered by the safety production supervision and management department to stop the illegal production and operation activities, and be fined between 20,000 yuan and 6,543,800 yuan, and the articles produced and operated illegally and the illegal income shall be confiscated. For those who transport fireworks and firecrackers by road without permission, the public security department shall order them to stop illegal transportation activities, impose a fine of 1000 yuan to 50000 yuan, and confiscate the illegally transported articles and illegal income. Illegal production, operation and transportation of fireworks and firecrackers, which constitutes a violation of public security management, shall be given administrative penalties for public security according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 42 Where fireworks and firecrackers are set off at a time and place where they are prohibited or in a way that endangers public safety and personal and property safety, the public security department shall order them to stop setting off and impose a fine of more than 65,438,000 yuan in 500 yuan; Those who violate the administration of public security shall be punished according to law.
