In order to create a happy and peaceful festival atmosphere and ensure the safety of people's lives and property and the safety of public security, in accordance with the "Regulations on the Safety Management of Fireworks and Firecrackers" (State Council Order No. 455) and other laws and regulations, now The following announcements are made regarding the fireworks and firecrackers set off during the Spring Festival in our city in 2023: 1. Setting off period. (1) From 7 a.m. on January 21, 2023 (New Year’s Eve) to 1 a.m. on January 22, 2023 (the first day of the first lunar month); (2) From January 22, 2023 (the first day of the first lunar month) to January 26, 2023 Sunday (the fifth day of the first lunar month) from 7:00 to 23:00 every day; (Wednesday) February 5, 2023 (the fifteenth day of the first lunar month) from 7:00 to 23:00. It is prohibited to set off fireworks and firecrackers during heavy pollution weather and other than the above-mentioned periods. 2. Discharge area. Fireworks and firecrackers can be set off in areas other than the following places within the administrative areas of Xinhua District, Weidong District, Zhanhe District, Urban-rural Integration Demonstration Zone, and High-tech Zone: (1) The residence of state agencies; (2) The production and operation of flammable and explosive items, Storage units; (3) Important military facilities; (4) Cultural relics protection units; (5) Schools, kindergartens, medical institutions, nursing homes, nursing homes; (6) Shopping malls, markets, public cultural facilities, and religious activity venues and other crowded places; (7) Stations (including train station squares), safety protection zones along railways, elevated roads, overpasses, bridges, tunnels and other transportation hub areas; (8) Safety protection zones for energy facilities such as power transmission and transformation, gas, and fuel oil ; (9) High-rise buildings and buildings with low fire resistance levels using flammable and combustible external insulation materials; (10) Parks (except squares), green spaces, scenic spots, forests, nurseries, wetlands, water source protection areas and other key fire prevention areas; (11) Other places and areas determined and announced by the municipal government. Township governments (subdistrict offices) shall set up obvious warning signs prohibiting the setting off of fireworks and firecrackers in and around places where fireworks and firecrackers are prohibited. Fireworks and firecrackers are not allowed to be set off or thrown outward in the corridors, balconies, windowsills or roofs of residential buildings; setting off fireworks and firecrackers in the community is not encouraged. If it is indeed necessary to set off fireworks and firecrackers in the community, a safe area must be demarcated and the township government (street office) Department) coordination, community neighborhood committees, property management companies, etc. must prepare management personnel, rescue forces and fire-fighting equipment to ensure the safety of discharges. 3. Types of fireworks and firecrackers that are allowed and prohibited. Personal fireworks and firecrackers stipulated in the "Safety and Quality of Fireworks and Firecrackers" (GB10631-2013) can be set off (that is, Class C and D products that do not require processing and installation and can be set off by ordinary consumers). It is prohibited to set off professional fireworks and firecrackers stipulated in the "Safety and Quality of Fireworks and Firecrackers" (GB10631-2013) (that is, Class A and B products that should be set off by personnel with professional qualifications and Class C and D products that need to be processed and installed) ; Fireworks and firecrackers that are highly dangerous and contain highly sensitive drugs such as popping, throwing and smashing firecrackers; fireworks and firecrackers whose main body is directed into the air when set off, such as rotating fireworks and firecrackers, double-shot cannons, etc. It is prohibited to sell or set off sky lanterns. 4. Regulations that should be followed when setting off fireworks and firecrackers. Fireworks and firecrackers must be set off correctly and safely in accordance with the instructions for setting off, and comply with the following regulations: (1) Do not throw at pedestrians, vehicles, buildings, structures and crowded places; (2) Do not set off at or pointed at flammable and explosive items (3) No other behavior that affects public order or endangers the safety of others is allowed; (4) Minors setting off fireworks and firecrackers should operate under the guidance of their guardians or other adults. 5. Other county (city, district) governments are specifically responsible for matters related to the restriction of fireworks and firecrackers in their respective regions. 6. This notice shall come into effect from the date of issuance. The "Notice of the Pingdingshan Municipal People's Government on Issuing the Interim Measures for the Safety Management of Fireworks and Firecrackers in Pingdingshan City" (Pingzheng [2019] No. 25) is temporarily suspended from implementation.
