How to set up the deep-water channel in the waters with ship routing system in Anhui section?
Chapter I General Provisions
Article 1 In order to maintain water traffic order in Jiangsu section of the Yangtze River, improve navigation environment, improve traffic efficiency, ensure navigation safety and promote shipping development, these Provisions are formulated in accordance with the Regulations of People's Republic of China (PRC) on the Administration of Inland River Traffic Safety and other relevant laws, regulations and relevant international conventions.
Article 2 All ships sailing in the navigable waters of Jiangsu section of the Yangtze River shall abide by these Provisions.
The following ships may not follow the prescribed routes due to work needs:
(1) Official ships;
(two) engineering ships sailing in the approved waters;
(3) Ships engaged in salvage at sea;
(4) Ships approved by the competent authority.
Article 3 The navigable waters of the Anhui section of the Yangtze River shall be subject to the ship routing system.
The ship routing system follows the principles of diversion of large and small ships, avoidance of route crossing, right navigation and fault liability.
Article 4 People's Republic of China (PRC) Anhui Maritime Safety Administration, its branches and agencies shall implement the safety supervision and administration of these Provisions.
Chapter II Waterways and Routes
Article 5 Deepwater Channel
The deepwater channel is generally set near Shenhong, and the boundary lines on both sides are marked with the left boundary pillar (black drift) and the right boundary pillar (red drift) respectively (see Annex 1 for the setting standards and dimensions of deepwater channel).
The sixth lane and isolation belt (line)
The upstream and downstream lanes and isolation belts set in the deepwater channel account for two-fifths, two-fifths and one-fifth of the width of the channel marked by the navigation mark respectively.
300 meters below the upstream starting point of the deep-water channel is the transition section connected with the ship routing system waters in Anhui section of the Yangtze River, and its isolation zone gradually narrows upstream of the starting point of the route isolation line in Anhui section of the Yangtze River.
For the deepwater channel that does not have the conditions for setting the isolation zone, the isolation line is the center line of the deepwater channel.
Article 7 Recommended routes
The recommended route is set in the waters outside the side mark of the deepwater channel.
In the waters with the conditions for setting recommended routes, the recommended routes for ship lifting should be set outside the black floating line; The recommended route for disembarkation is set outside the red floating link (see Annex 2 for the standard and scale of recommended route setting).
Changes in the standard and scale of recommended routes shall be published regularly by the maritime department.
Article 8 Specific air routes
Xixinwei Navigation Warning Zone to the lipstick floating waters on the south bank of Taiping Zhou Jie Waterway is the specific route for fleets and small ships to go up.
The water area from the south bank upstream of Dantu Navigation Warning Zone to the outer side of Hongfu Navigation Warning Zone in Definition Island is the specific route for small ships to go up.
Article 9 Navigation warning zone
In waters with limited navigation conditions or navigation maneuverability, a navigation warning zone shall be set up for ascending ships with limited navigation capacity to cross the channel (see Annex 3).
The navigation warning area is marked with boundary markers.
Chapter III Navigation
Article 10 A ship must sail on a designated channel or route, and report to the traffic control center set up by the competent authority as required (see Annex 4 for the location of the specific reporting line).
Article 11 In a deep-water channel, all ships should follow the principle of keeping right, follow the prescribed lanes, and stay as far away from the isolation zone or isolation line as possible.
Article 12 Super-large ships, large ships and high-speed ships shall run on the deep-water channel.
Large ships with slow speed should try to travel along the right outer edge of the carriageway, and can also enter the recommended route on the premise of confirming safety.
Thirteenth small ships must follow the recommended routes and specific routes.
There is no recommended descending route from Cihu Estuary to Xixinwei Navigation Warning Zone, and the descending small ships should travel along the right outer edge of the deepwater channel.
Small ships are prohibited from entering the deep-water channel below the navigation warning zone of Xixinwei.
Article 14 A super-large ship shall report to the competent authority in advance before passing through the waters with limited navigation conditions and maneuverability. You can choose a route when you don't hinder the navigation of other ships and take necessary monitoring measures. But after the passage, it should be restored to the specified channel in time.
Article 15 Vessels passing through Anshan Waterway and Yingongzhou of Fujiang River shall abide by the relevant regulations on one-way navigation control issued by the competent authorities (see Annex 5).
Sixteenth ships passing through the waters of the bridge area shall abide by the special provisions of the bridge area route (see Annex 6).
Article 17 Ships passing through the waters such as Baimaosha North Waterway, Fujiang Shabei Waterway, Fujiang Shazhong Waterway, Taiping Zhou Jie Waterway, Yizheng Street Waterway, Baota Waterway and Wujiang Waterway. The special provisions of the above waterways shall be observed (see Annex 7).
Article 18 Vessels entering and leaving the Asia-Pacific, China Resources, Yingkou Port, Tiansheng Port, Jiangdu Port and other special channels shall abide by the special provisions of the above-mentioned special channels (see Annex 8).
Article 19 When crossing a waterway, a recommended route or a specific route, the Hengjiang Ferry and a ship dock, enter or leave an anchorage, branch estuaries and tributaries, they should pay attention to the conditions of the waterway and the surrounding environment, and drive at right angles to the waterway as far as possible without interfering with other ships.
Twentieth ships should always maintain a safe speed to prevent accidents.
When the ship is sailing normally, the speed shall not be less than 4 km/h, and it is forbidden to stop and sail.
Chapter iv berthing
Twenty-first small ships should give priority to the anchorage, berthing area (except the anchorage or berthing area of seagoing ships) waters (see Annex 9), or choose safe waters outside the prescribed routes as needed, but they should be as far away from the navigation channels, recommended routes or specific routes as possible.
Twenty-second large ships and super-large ships must berth at the anchorage or berthing area announced by the competent authority.
Twenty-third ships in case of bad weather, engine failure and other special circumstances need emergency anchoring, it should give way to traffic lanes, recommended routes or specific routes as far as possible.
Chapter V Avoidance
Twenty-fourth ships to avoid, should give priority to avoid the following special provisions:
(1) Ships that fail to sail in the lane separation, recommended route or specific route according to regulations shall take the initiative to avoid ships sailing normally in the specified lane separation, recommended route or specific route;
(2) Ships entering and leaving estuaries, tributaries and special navigation channels shall take the initiative to avoid ships that are sailing normally on the specified navigation channels, recommended routes or specific routes;
(three) Hengjiang ferry and ships leaving the dock, entering and leaving the anchorage should take the initiative to avoid the ships running normally in the prescribed lanes, recommended routes or specific routes;
(4) When a ship crosses a lane separation or a recommended route from the navigational warning zone, it should take the initiative to avoid the ship that is driving normally in the specified lane separation or recommended route.
Article 25 Before passing through navigation warning zones, wharves, anchorages, ferries, tributaries, tributaries and waters of large-scale construction operation areas, ships should keep a high degree of vigilance, strengthen their lookout, drive carefully, pay attention to the movements of passing ships and take effective measures to help avoid them.
Chapter VI Responsibility
Twenty-sixth small ships entering the deep-water channel in violation of these regulations shall bear the main responsibility or all the responsibilities if they have an accident with ships running normally in the deep-water channel.
Article 27 If, in violation of these Regulations, a ship traveling in reverse on a fairway, a recommended route or a specific route collides with a ship traveling normally on a fairway, a recommended route or a specific route, the ship traveling in reverse shall bear the main or full responsibility.
Twenty-eighth in violation of the provisions of this regulation, a ship crossing a channel, a recommended route or a specific route at will, in the event of a collision accident with a ship running normally on the channel, a recommended route or a specific route, shall bear the main or full responsibility for crossing the ship.
Article 29 If Hengjiang Ferry and ships fail to take the initiative to avoid the ships running normally in the traffic lane, recommended route or specific route when berthing away from the wharf, entering or leaving the anchorage, entering or leaving the branch estuary, tributary estuary, special navigation channel and crossing the navigation warning zone, causing a collision accident, the crossing ship shall bear the main responsibility.
Thirtieth in violation of the provisions of random berthing accident, the berthing ship shall bear the main responsibility or full responsibility.
Thirty-first in violation of these provisions, the competent department shall give administrative punishment or take administrative compulsory measures according to law.
Chapter VII Supplementary Provisions
Article 32 The annexes to these Provisions have the same legal effect as these Provisions. If there is any change, it shall be issued by the competent authority in the form of a navigation notice.
Article 33 The meanings of the following terms in these Provisions and their annexes are:
(1) "navigable waters in Jiangsu section of the Yangtze River" refers to the Cihu estuary on the south bank of the upper reaches of the Yangtze River (3146' 30 ÷ n/18 29' 48 ÷ e) and the Wujiang estuary on the north bank (3/kloc-0). Liuheiwu (3130' 52 ÷ n/12118' 54 ÷ e) at the lower boundary of Liuhekou and the alphabet stick (3 1 37) at the lower reaches of Shiqiao River in Chongming Island.
(2) "Super-large ship" refers to a ship (team) whose actual draft is more than 9.7 meters, or whose captain is more than 205 meters, or whose maximum height above the water surface is close to the allowable passing height of bridges and overhead cables in the scheduled navigation area, or whose navigation maneuverability is limited.
(3) "Large ships" refer to ships and fleets (excluding towing fleets) whose actual draft is more than 4.5 meters but less than 9.7 meters or whose captain is more than 50 meters but less than 205 meters.
(4) "Small ships" refers to ships (teams) other than "super-large ships" and "large ships".
(5) "Crossing" refers to the process and behavior of a ship crossing or obliquely crossing a prescribed carriageway, recommended route or specific route, or crossing the bow direction of a ship sailing along a carriageway, recommended route or specific route.
(6) "Navigation warning zone" means that some ascending ships with limited navigation maneuverability cross the carriageway from the recommended route into a specific route or cross the carriageway from a specific route into the specified waters of the recommended route.
(7) "High-speed ship" refers to a ship whose still water speed is more than 35km/h. ..
Article 34 These Provisions are special provisions. Other provisions on navigation, berthing and avoidance conflict with these provisions, and these provisions shall prevail. Matters not covered in this contract shall be implemented in accordance with relevant laws and regulations.
Article 35 These Provisions shall be promulgated and implemented with the approval of the Ministry of Communications of People's Republic of China (PRC), and the Jiangsu Maritime Safety Administration of the People's Republic of China shall be responsible for the interpretation.
Article 36 These Provisions shall come into force on June 1 2005, and the Provisions on Ship Routing System in Anhui Section of the Yangtze River, which came into force on July 1 2003, shall be abolished at the same time.
