In order to further strengthen the work of banning fireworks and firecrackers, fully implement the "Regulations on the Management of Fireworks and Firecrackers in Weifang City", reduce air pollution, ensure public safety and citizens' personal and property safety, and advocate a healthy and civilized lifestyle. In order to ensure the safety of fireworks and firecrackers, the relevant contents of prohibiting the discharge of fireworks and firecrackers are hereby notified as follows:

The first is the urban area where fireworks and firecrackers are prohibited.

The area where fireworks and firecrackers are prohibited in Hanting District is the area surrounded by the following four boundaries.

(1) North boundary: from Shengtai Street and its extension line to the east to Luohe.

(2) East boundary: from the intersection of the extension line of Shengtai Street and Chanhe River, along the middle line of Chanhe River south to Yin Qing Expressway.

(3) South boundary: From the junction of Chanhe Middle Line and Yin Qing Expressway, go west along Yin Qing Expressway to Beihai Road.

(4) West boundary: From the junction of Yin Qing Expressway and Beihai Road, go north along the kerb on the west side of Beihai Road to Shengtai Street.

Two, during the early warning period of heavy pollution weather, fireworks and firecrackers are completely prohibited within the administrative area of this area.

Three, in the forbidden area, the following places are prohibited from setting off fireworks:

(a) the office area of state organs;

(2) cultural relics protection units;

(3) Units that produce and store inflammable and explosive articles;

(four) power transmission and transformation, gas, fuel and other energy facilities safety protection zones;

(5) Radio stations, television stations, medical institutions, schools, kindergartens, nursing homes and places for religious activities;

(six) forest, public green space, martyrs cemetery and other key fire prevention areas;

(seven) shopping malls, bazaars, theaters, dance halls, Internet cafes and other crowded places;

(eight) transportation hubs such as stations, docks, airports and railway line safety protection zones;

(9) Parking lots, urban bridges and underground spaces;

(ten) other places as prescribed by laws and regulations.

Four, in violation of the "Weifang fireworks management regulations", given the following penalties:

(1) Where fireworks and firecrackers are set off in areas or places where fireworks and firecrackers are prohibited, or fireworks and firecrackers are set off in a way that endangers public safety and citizens' personal and property safety, the public security organ shall order them to stop setting off and impose a fine of 100 yuan but not more than 300 yuan; If the circumstances are serious, a fine of more than 300 yuan and less than 500 yuan shall be imposed.

(two) in the early warning period of heavy pollution weather, the public security organ shall order it to stop the discharge and impose a fine of more than 300 yuan and less than 500 yuan.

(3) If a fireworks party or fireworks display activity is held without permission, the public security organ shall order it to stop the fireworks display and impose a fine of 1 10,000 yuan but not more than 30,000 yuan on the responsible unit; If the circumstances are serious, a fine of not less than thirty thousand yuan but not more than fifty thousand yuan shall be imposed. Five, fireworks constitute a civil infringement, shall bear civil liability according to law; Constitute a violation of public security management, shall be punished in accordance with the "People's Republic of China (PRC) Public Security Management Punishment Law"; If a crime is constituted, criminal responsibility shall be investigated according to law.
