Why do you feel hot when the temperature is not high?

The perceived heat is called somatosensory temperature,

Somatosensory temperature is related to wind speed, relative humidity and temperature.

The greater the wind speed, the lower the somatosensory temperature, and vice versa;

The greater the relative humidity, the higher the somatosensory temperature, and vice versa.

The higher the temperature, the higher the somatosensory temperature, and vice versa.

So it depends on humidity and wind speed. Sometimes it's sultry before it rains because of the high humidity.
