Article 1 is to regulate the issuance and dissemination of meteorological disaster early warning signals (hereinafter referred to as early warning signals), effectively prevent and mitigate meteorological disasters, and protect the safety of life and property of the country and people. According to the "People's Republic of China and the People's Republic of China These measures are formulated in accordance with the National Meteorological Law and other relevant laws and regulations and in light of the actual situation of this city. Article 2 These measures must be followed when issuing and disseminating early warning signals within the administrative area of ??this city. Article 3 The term “early warning signals” as mentioned in these Measures refers to the early warning information released to the public by meteorological stations affiliated to municipal, county (city), and district meteorological authorities in order to effectively prevent and mitigate sudden meteorological disasters.
Early warning signals consist of three parts: name, icon and meaning.
Early warning signals*** are divided into thirteen categories, including typhoon, heavy rain, blizzard, cold wave, strong wind, heavy fog, thunder and lightning, hail, frost, high temperature, drought, road ice, and haze. Please see the attachment for details on types and specific classifications.
Early warning signals are generally divided into four levels (Level IV, III, II, I). According to the severity and urgency of the disaster, the colors of the early warning signals are blue, yellow, orange and red. At the same time They are marked in Chinese and English, representing general, serious, serious and extremely serious respectively. Article 4 The municipal meteorological authority is responsible for the management of the issuance and dissemination of early warning signals throughout the city.
County (city) and district meteorological authorities are responsible for the management of the issuance and dissemination of early warning signals within their respective jurisdictions.
Press and publication, radio and television, information, electric power and other departments should coordinate the release and dissemination of early warning signals in accordance with their respective responsibilities. Article 5: The city’s early warning signals are issued uniformly by the Municipal Meteorological Observatory. If county (city) and district meteorological stations need to issue early warning signals in their region, they shall do so under the guidance of the municipal meteorological station and in accordance with their duties.
No other organization or individual may issue early warning signals to the public. Article 6 Municipal and county (city) and district meteorological stations should improve the accuracy of forecasts of disastrous weather, issue early warning signals in a timely manner through radio, television, Internet and other communication media and information service units, and update or update them in a timely manner according to weather changes. The early warning signal is lifted and the people's government at the same level is notified at the same time. Article 7 When broadcasting early warning signals, the media and information service units shall use timely early warning signal information directly provided by their affiliated meteorological stations, and shall not rebroadcast or reprint early warning signals from other sources. Article 8 After radio and television stations receive early warning signals issued by meteorological stations during the program broadcast period, they shall broadcast them to the outside world within 15 minutes; after radio and television stations receive early warning signals issued by meteorological stations outside the program broadcast period, they shall Broadcast to the outside world in a timely manner.
After receiving the early warning signal issued by the meteorological station, other media and information service units should broadcast it to the outside world within 15 minutes. Article 9 When broadcasting early warning signals, the media and information service units shall use the prescribed early warning signal names and icons, correctly explain their meanings and relevant defense guidelines, and also indicate the name of the meteorological station that issued the early warning signal and the release time. Article 10 The frequency of broadcasting the voice prompts and text information of blue and yellow early warning signals by radio and television stations shall be no less than 2 times per hour, and the frequency of broadcasting the voice prompts and text information of orange early warning signals and no less than 4 times per hour of red early warning signals. Voice prompts and text messages are provided no less than 6 times per hour. The early warning signal icon should continue to be displayed on the TV screen and updated in time until the early warning signal is lifted. Article 11 Departments such as transportation, urban management, water conservancy, education, civil affairs, ocean and fishery, etc. shall formulate their own plans for preventing meteorological disasters based on their responsibilities and classification levels of early warning signals, and activate relevant emergency plans based on the levels of early warning signals and take timely measures. Defensive measures to avoid or reduce losses caused by meteorological disasters. Article 12 If the media and information service units violate the provisions of Articles 5 and 7 of these Measures and issue early warning signals without authorization or rebroadcast or reproduce early warning signals from other sources, they shall be ordered to make immediate corrections and given a warning by the local meteorological authority. A fine of not less than 1,000 yuan but not more than 10,000 yuan may be imposed; if the circumstances are serious, a fine of not less than 10,000 yuan but not more than 50,000 yuan may be imposed. Article 13 If media and information service units violate the provisions of these Measures and commit any of the following acts, the local meteorological authority shall order them to make immediate corrections in accordance with the law, give them a warning, and may impose a fine of not less than 200 yuan but not more than 2,000 yuan: < /p>
(1) Violate the provisions of Article 8 of these Measures and refuse to broadcast or delay the broadcast of early warning signals;
(2) Violate the provisions of Article 9 of these Measures and fail to use the prescribed early warning signals The signal names and icons do not correctly explain their meaning and related defense guidelines, or do not explain the name and release time of the weather station that issued the warning signal. Article 14 If staff members of meteorological authorities and their affiliated meteorological stations neglect their duties, resulting in major omissions or misreporting of disastrous weather warnings, they shall be given administrative sanctions in accordance with the law; causing major losses to national interests and people's lives and property, which constitutes a crime. , be held criminally responsible in accordance with the law. Article 15 These regulations shall come into effect on September 10, 2005.
