Article 3 The principle of "prevention first, active fighting" shall be implemented in forest fire prevention. Article 4 Autonomous Banner and township (town) people's governments must take forest fire prevention as an important task and implement unified leadership and comprehensive prevention and control. All organs, organizations, enterprises and institutions shall, under the leadership of the local people's government, do a good job in forest fire prevention. Article 15. Organized by the Forest Fire Prevention Command, fire isolation belts with a width greater than 50 meters will be built on both sides of the railway in the forest area, and fire isolation belts with a width greater than 100 meters will be built around production sites, villages (villages), warehouses, warehouses, oil depots and other places and forest edges in the forest area. According to the actual needs of forest fire prevention, the people's government of Autonomous Banner may decide to enter or postpone the end of forest fire prevention period and martial law period.

Before entering the forest fire prevention period and the forest fire prevention martial law period, the people's government of Autonomous Banner shall issue the forest fire prevention order and the forest fire prevention martial law order respectively. Seventeenth forest fire prevention period, leaders of forest fire prevention headquarters at all levels must adhere to the day and night duty, villages (villages) must adhere to the young and middle-aged villagers on duty day and night. Forest fire prevention personnel on duty must stick to their posts and perform their duties, and shall not leave their posts without permission. Eighteenth forest fire prevention period, no one shall enter the forest area without authorization. Individuals who really need to enter the forest area must apply for a fire permit at the local forest fire prevention headquarters with valid certificates such as resident identity cards; Units that really need to enter the forest area due to production and work must hold the certificate of the unit, sign a fire prevention responsibility form, and obtain a fire prevention pass with the approval of the forest fire prevention headquarters of Autonomous Banner or the forest fire prevention headquarters authorized by the people's government of Autonomous Banner. Nineteenth during the period of forest fire prevention, all relevant units, villagers' committees and forest fire prevention organizations shall implement the responsibility system of guardianship for dementia patients, mental patients and minors.
