I. Guiding ideology

Guided by the spirit of the "five rectifications" and "three enhancements" conference in the State Council, from the height of adhering to the people-oriented principle and realizing governing for the people, and from the height of adhering to scientific development, safe development and harmonious development, we will take resolute and decisive measures to reduce accidents, solve the problem of safe travel, and strive to create a good traffic environment for our county.

Second, the work objectives

2. Strive not to have a major traffic accident that killed more than 3 people.

3. The number of road traffic accidents, the number of injured people and direct property losses in the county have dropped significantly. Compared with last year, the death toll has decreased by 30%, and efforts have been made to reduce it by 50%.

Third, organization

In order to do a good job in road traffic safety management in our county, the county government has set up a leading group, with Yu Jiang, deputy head of the county magistrate and director of the county public security bureau, Wan Xiuying, deputy director of the county government office, and Meng Wei, deputy director of the public security bureau, the propaganda department of the county party Committee, the county public security bureau, the county safety supervision bureau, the county transportation bureau, the county construction bureau, the county finance bureau, the county health bureau, the county judicial bureau and the county agricultural economics bureau, as deputy heads and the office directors.

Fourth, work measures

(a) to build a comprehensive management system of road traffic safety work, and effectively form a socialized pattern of traffic safety work.

1. The county government, relevant departments and directly affiliated institutions should attach great importance to road traffic safety, fully understand the importance and urgency of doing a good job in road traffic safety from the perspective of fully implementing Scientific Outlook on Development, putting people first and building a harmonious society, and put road traffic safety on the important agenda.

2. The county government is the main body of road traffic safety management, and the relevant departments and directly affiliated institutions of the county government shall perform the duties of preventing road traffic accidents according to their respective division of labor.

3, the establishment of county, township and village traffic safety organizations, to further implement the target responsibility of traffic safety work, institutions at all levels should be clear about the responsibilities and tasks in road traffic safety supervision. At the same time, the township (street office) should set up a road traffic safety committee headed by the leader in charge of road traffic safety. Each village committee should have a special person responsible for traffic safety, master the situation of motor vehicles and drivers in the region, do a good job in traffic safety publicity, and help maintain rural traffic order.

4, the county government, relevant departments, directly under the authority to establish and improve the road traffic safety supervision system. Regularly and irregularly supervise the implementation of road traffic safety work in various functional departments, towns (street offices), village committees, enterprises and institutions, and operating enterprises. , and timely report the supervision. 5. Strictly implement the accountability system for road traffic safety accidents. At the same time, in the event of a road traffic accident with more than three deaths, the accident investigation and accountability shall be organized in strict accordance with the relevant provisions of the Implementation Measures for the Reporting, Investigation and Handling of Production Safety Accidents in Liaoning Province and the Provisions on the Investigation of Administrative Responsibility for Road Traffic Accidents in Liaoning Province, and the responsibilities of relevant leaders and responsible personnel shall be investigated.

6. Strengthen driver quality education and training. Transportation and agriculture (agricultural machinery) departments should strictly implement the market access system of driver training institutions, strengthen the daily supervision of training institutions, establish and improve the credit evaluation system of teaching quality, and improve the linkage mechanism of training and examination. Supervise the driver training institutions to strictly implement the driver training registration system and strengthen the standardized management of driver training. Public security and transportation departments should speed up the sharing of driver training and examination information, so that the training and examination work can be connected.

Public security departments should strictly implement the traffic violation scoring assessment system and actively promote the application of the traffic violation scoring transfer system in different places. It is necessary to strengthen the safety supervision of key drivers in accordance with the law and implement the punishment system such as life-long driving ban. Agriculture (agricultural machinery) departments should improve the construction of tractor driver management information system and strengthen the safety education for illegal tractor drivers.

Public security departments should handle motor vehicle registration in accordance with motor vehicle product announcements and relevant national technical standards, effectively strengthen motor vehicle inspection, strictly confirm the uniqueness of motor vehicles, and severely investigate and deal with the issuance of license plates for motor vehicles that do not meet national safety technical standards. Quality inspection departments should strengthen the supervision and inspection of motor vehicle safety technical inspection institutions, which should strictly implement the inspection standards. Those who fail to conduct inspection according to the standards or issue false inspection reports shall be investigated and punished according to law. If the circumstances are serious, their qualifications shall be cancelled and legal responsibilities shall be investigated. Public security departments should coordinate insurance and other relevant departments, actively promote Faku County's experience in reforming the management of rural vehicles and drivers to facilitate people to apply for permits, extend the business of handling motor vehicle licenses and driver's licenses in rural areas to rural police stations, and solve the problems of unlicensed low-speed trucks, three-wheeled motorcycles and unlicensed drivers from the mechanism to provide convenience for the people.

(3) Comprehensively promote the management of road traffic order.

Governments at all levels should, in accordance with the principle of "compartmentalization and block-oriented" and on the basis of fully implementing the work responsibility system, vigorously consolidate the results of activities and promote the in-depth development of activities.

13. Deepen the activity of "Safe and Smooth County". The Road Traffic Committee of the county government should strengthen the organization and leadership of the creation activities, make scientific planning and overall arrangements, and strengthen the guidance of the creation activities while implementing the work responsibilities. On the premise of ensuring funds, the number of full-time (part-time) traffic assistants in rural areas should be appropriately increased, and each administrative village in conditional areas can be equipped with 1 person. At the same time, each rural police station adds two traffic assistants to coordinate with the insurance company to solve the financial guarantee of the assistants. Public security departments should give full play to the role of rural police stations in traffic management and lay a solid foundation for rural road traffic safety management. Strengthen static traffic management, standardize the parking order of motor vehicles and non-motor vehicles, and administrative law enforcement departments should intensify the rectification of illegal acts such as occupying roads to ensure smooth roads and create conditions for the development of road order management.

15, focusing on rectifying serious road traffic violations. The public security department should take the rectification of key traffic violations as an important part of daily management, make full use of speedometer, alcohol detector, electronic monitoring equipment and license plate record recognition system, and organize special rectification activities for illegal activities such as speeding, drunk driving, bus overcrowding, truck overload and fatigue driving in key areas such as counties and counties. It is necessary to regularly organize and carry out activities to control illegal activities such as three-wheeled vehicles, low-speed trucks, unlicensed tractors, illegal manned vehicles, provincial highways and county-level highways with large traffic flow. The public security department should strengthen the road management and control of dangerous chemicals transport vehicles, strictly examine and approve the transport of highly toxic chemicals, and timely organize and carry out centralized rectification of illegal activities of dangerous chemicals transport vehicles in conjunction with relevant departments.

17, strengthen school bus management. Education departments should strictly review the qualifications of school buses and their drivers, incorporate the implementation of school bus safety work in primary and secondary schools into the year-end assessment of school safety management, improve the relevant systems of school bus management, and gradually unify the appearance identification of school buses. The transportation department should study the development plan of urban and rural public transportation as a whole, strictly examine and approve school buses, and strictly control the examination and approval of school buses. The public security department should further improve the information notification system for road traffic control in bad weather. 19, improve the traffic accident rescue mechanism. 22. Improve highway safety facilities. For new large public facilities, traffic impact assessment should be carried out. When building or rebuilding a highway, we should listen to the opinions of the public security department. Safety facilities such as traffic safety signs and markings must be designed and constructed synchronously in accordance with relevant national laws and standards. Public security departments should participate in the acceptance to avoid new traffic safety hazards.

23. Strengthen the traffic safety of highway construction sections. The transportation department should strictly implement the highway construction reporting system, implement the main responsibility of the construction unit for safety, and urge the highway construction unit to arrange the construction work area in strict accordance with the requirements of the technical standards of the Safety Operation Regulations for Highway Construction, so as to ensure the standardized and orderly construction organization. The public security department shall, without interrupting traffic, strengthen the supervision and inspection of construction road traffic safety, and maintain road traffic order and traffic safety.

24, strengthen the acceptance of dangerous road sections and accident hidden danger management. In the fourth quarter of each year, the safety supervision department should check and accept the rectification of dangerous road sections and hidden dangers of accidents, and report the rectification and acceptance to the relevant departments step by step.

County governments should actively formulate opinions and plans to promote the socialization of traffic safety publicity and education, identify specialized personnel, formulate specific measures, go deep into rural areas, communities, units, schools and families to carry out traffic safety publicity, and effectively form a traffic safety publicity and education system with "government-led, departmental responsibility and extensive participation of the whole society". It is necessary to incorporate traffic safety publicity and education into the safety production supervision and assessment system, and urge organs, troops, enterprises and institutions, social organizations and other organizations to implement the responsibility of traffic safety publicity and education.

26, establish and implement the traffic safety publicity system. Publicity and judicial departments should strengthen the legal education of social traffic safety, implement publicity funds, enrich publicity means, and continue to regard traffic safety laws and regulations as an important part of the "Fifth Five-Year Plan" to publicize traffic safety in newspapers, radio, television and the Internet, thus forming an influential and powerful publicity atmosphere.

27, improve the pertinence of road traffic safety publicity work. Propaganda, public security, education, transportation, agriculture (agricultural machinery), safety supervision and other departments should actively expand propaganda positions, improve publicity and education methods, focus on preschool children, primary and secondary school students, drivers of transportation enterprises and rural people, widely publicize road traffic safety laws and regulations, principles and policies and basic common sense, and carry out warning education by exposing typical cases and major hidden dangers of road traffic accidents. It is necessary to give full play to the role of drivers' associations, units, communities and rural grassroots organizations, and regularly carry out targeted safety driving education for drivers within their jurisdiction.

Transportation departments should, jointly with safety supervision, public security and other departments, urge transportation enterprises to improve the road traffic safety management responsibility system, strengthen internal management education of transportation enterprises, strictly implement the road traffic safety responsibility system and post responsibility system, strengthen safety education and training of employees, and regularly maintain transport vehicles. Units that fail to meet the safety requirements and have major hidden dangers shall be ordered to make rectification within a time limit. If they fail to do so within the time limit and the circumstances are serious, their Road Transport Business License shall be revoked or their corresponding business scope shall be cancelled. Transportation and industry and commerce departments should further intensify the crackdown on unlicensed and illegal transportation enterprises. Public security departments should severely investigate and deal with serious traffic violations such as overcrowding, overloading, speeding and fatigue driving of operating vehicles. The transportation department shall, in accordance with the law, arrange for passengers unloaded from overcrowded passenger vehicles to change to take the bus.

3 1. Improve the quality credit evaluation mechanism of road transport enterprises. The public security department shall regularly announce the traffic safety status of passenger transport enterprises to the public, and timely inform the transportation department of the serious traffic violations of passenger vehicles or their responsibility for major road traffic accidents. For drivers of illegal passenger vehicles who are overcrowded twice or 1 time within one year, the transportation departments and their affiliated transportation enterprises should re-educate, transfer from their posts and dismiss them according to the seriousness of the circumstances; If the applied operation line belongs to a non-grade highway, the traffic and public security departments shall conduct on-the-spot investigation and confirm that it does not have the conditions for safe road traffic, and it is strictly forbidden to permit operation; If a passenger vehicle belonging to a road transport operator has a major road traffic accident with a death 10 or more, the transportation department will no longer accept the operator's new passenger service application except for withdrawing the business license of the vehicle involved. At the same time, the transportation department should study and formulate road passenger transport safety evaluation methods, gradually establish a safety evaluation system for road passenger transport enterprises, and promote the establishment and implementation of an industry self-discipline mechanism for road traffic safety self-management, self-inspection and self-rectification.

32, urge transportation enterprises to strengthen the dynamic supervision of vehicles and drivers. The development and reform department shall, jointly with the public security, transportation, quality inspection, safety supervision and other departments, promote the use of automobile driving recorders that meet the national standards, formulate specifications for the use of driving recorders, and clearly define the specific requirements for supervision and inspection. We should strive to install monitoring equipment such as driving recorder or GPS in all passenger cars, dangerous chemicals transport vehicles, heavy trucks and semi-trailer tractors within two years.

33, comprehensively strengthen the construction of rural passenger transport network. Transportation departments should increase investment in rural road construction and maintenance, improve the safe passage conditions of rural roads, strictly examine and approve rural passenger transport lines, do a good job in connecting rural passenger transport networks with urban public transport networks, and promote the integration of urban and rural passenger transport. Actively work with relevant departments to study and formulate preferential policies such as reducing rural passenger transport taxes and fuel subsidies, reducing rural passenger transport operating costs and coordinating urban and rural public transport development.
