Before the mudslide occurred at 22: 00 on August 7, there had been heavy rain for two hours. According to the meteorological department, the total rainfall in these two hours reached 90 mm, breaking the historical record. Maybe it was night, and it didn't arouse people's due vigilance.

After the disaster, the Ministry of Land and Resources immediately attributed the disaster to the high-risk area of geological disasters, and the five major incentives related to the Wenchuan earthquake were almost impossible to monitor.

In fact, as early as 2002, this dangerous area was included in the geological disaster investigation project of counties and cities in Gansu Province, which was implemented by China Geological Environment Monitoring Station.

The project report was completed in March 2003. Southern weekend learned from the authoritative Geological Environment Monitoring Institute that this report clearly marked the location, scale, stability, susceptibility and hazard targets of 140 geological hazards, including two large-scale debris flow areas in Sanyan Village and Luojiayu Village (the threatened population exceeded 1 10,000). The report requires that the relevant departments must not relax their vigilance, implement the funds for the risk removal project as soon as possible and prevent the occurrence of mudslides for these hidden danger points of extra-large geological disasters with the height difference exceeding 1000 meters in Gu Feng, which endanger the lives of16,000 people.

Even in June 2008, after the Wenchuan earthquake, a Beijing expert group went to Zhouqu to investigate and confirmed that there were more than 60 landslides in this county, and the 13 landslide was serious, which threatened the safety of downstream villages and must be highly concerned.
