Measures for the Administration of the Release and Dissemination of Early Warning Signals of Sudden Meteorological Disasters in Hangzhou (revised 20 19)

Article 1 In order to standardize the release and dissemination of early warning signals of sudden meteorological disasters (hereinafter referred to as early warning signals), effectively prevent and mitigate sudden meteorological disasters, and protect the safety of people's lives and property, these Measures are formulated in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall be observed in issuing and disseminating early warning signals within the administrative area of this Municipality.

The release and dissemination of meteorological disaster warning signals other than sudden meteorological disaster warning signals shall be implemented with reference to these measures. Article 3 The term "early warning signal" as mentioned in these Measures refers to the early warning information icons released to the public by meteorological stations (stations) subordinate to the competent meteorological departments of cities, counties (cities), Xiaoshan District, Yuhang District, Fuyang District and Lin 'an District.

The name, icon, meaning and relevant defense guide of the early warning signal shall be implemented in accordance with the provisions of the competent meteorological department of the State Council. Article 4 The competent meteorological departments of cities, counties (cities), Xiaoshan District, Yuhang District, Fuyang District and Lin 'an District shall be responsible for the management of the release and dissemination of early warning signals within their respective jurisdictions.

The administrative departments of agriculture and rural areas, forestry and water affairs, public security, transportation, urban management, education, information, culture and tourism shall, in accordance with their respective responsibilities, coordinate the implementation of these measures. Fifth meteorological stations (stations) are responsible for the unified release of early warning signals within the responsibility area of this forecast service.

No other unit or individual may issue an early warning signal to the public. Article 6 When a meteorological observatory (station) monitors and forecasts the occurrence of sudden meteorological disasters, it shall timely issue early warning signals through media and information service units with real-time communication capabilities such as radio, TV stations (stations), video, audio-visual and Internet, and timely update or cancel the early warning signals according to weather changes, and notify the people's government at the corresponding level and relevant administrative departments. Article 7 When broadcasting early warning signals, media and information service units shall use early warning signals directly provided by meteorological stations, and shall not broadcast or reprint early warning signals from other sources.

Meteorological disaster early warning information through the release platform established by the municipal emergency early warning information release center, in the form of Internet release, TV and emergency radio spots, electronic display screen rolling release, digital TV omni-channel push, mobile phone short message network release and other all-media unified release of early warning information. Eighth radio and television stations (stations) shall broadcast programs to the outside world within 15 minutes after receiving the early warning signal issued by the meteorological station (station) during the program broadcast; Radio and television stations (stations) shall broadcast to the outside world in a timely manner after receiving the early warning signals issued by meteorological stations (stations) outside the broadcast time of the programs.

Other media and information service units with real-time communication ability shall broadcast to the outside world within 15 minutes after receiving the early warning signal issued by the meteorological observatory. Article 9 When broadcasting early warning signals, media and information service units shall use the specified names and icons of early warning signals, correctly explain their meanings and relevant defense guidelines, and at the same time explain the names and release times of meteorological stations (stations) that issued early warning signals. Article 10 The frequency of broadcasting early warning signals by radio stations and television stations shall not be less than per hour 1 time, and the broadcasting frequency shall be increased accordingly with the improvement of the level of early warning signals, among which the broadcasting frequency of typhoons, rainstorms, thunderstorms and hailstorms in red warning signal shall not be less than 4 times per hour. Eleventh meteorological, radio and television, press and publication and other relevant administrative departments, as well as media and information service units, should strengthen the publicity of early warning signals and their meanings and related defense guidelines, and enhance the public's awareness of sudden meteorological disasters. Article 12 The municipal, district and county (city) people's governments and relevant administrative departments shall establish and improve the emergency handling mechanism for public emergencies, strengthen the infrastructure construction of the monitoring and forecasting system for sudden meteorological disasters and the early warning signal release and dissemination system, and improve the early warning level and defense capability.

The administrative departments of agriculture, forestry, water affairs, public security, transportation, urban management, education and other relevant units, such as schools and hospitals, shall, in light of the actual situation and with reference to the early warning signal defense guidelines, formulate and implement the prevention plan for sudden meteorological disasters to avoid or reduce casualties and property losses caused by sudden meteorological disasters. Thirteenth units and individuals outside the meteorological station (station) in violation of the provisions of the second paragraph of Article 5 of these measures, unauthorized release of early warning signals to the public, shall be given a warning by the local competent meteorological department, ordered to immediately correct, and impose a fine of 10000 yuan to 30000 yuan; If serious consequences are caused, a fine of not less than 30 thousand yuan but not more than 50 thousand yuan shall be imposed. Fourteenth any of the following circumstances, given a warning by the local competent meteorological departments, ordered to immediately correct, and impose a fine of more than 2000 yuan in 500 yuan:

(a) the media and information service units in violation of the provisions of article eighth of these measures, refused to broadcast or delayed the broadcast of early warning signals;

(two) the media and information service units in violation of the provisions of Article 9 of these measures, did not use the name and icon of the prescribed warning signal, did not correctly explain its meaning and related defense guidelines, or did not explain the name and release time of the meteorological station (station) that issued the warning signal;

(three) radio and television stations (stations) broadcast early warning signals in violation of the provisions of article tenth of these measures.
