Where is it cold in Hebei and Liaoning?

As far as latitude is concerned, Liaoning is colder than Hebei, and Liaoning is closer to the North Pole. It's inside the pass, but it's colder than outside. I used to be a soldier in Liaoning. Now whenever it snows, people of all sizes in Shenyang have to sweep the snow in front of their own houses. This is one, and the other is that the road is frozen in the morning, and the weather is much colder than that in Hebei.
