Is it cold in London?

London is a city, not comparable to the vast whole country of China.

London has a high latitude, close to the northeast, but the temperature in winter is much higher than that in Beijing. The coldest is a few degrees below zero.

You can wear a down jacket in winter, and it won't freeze without it. In winter, there is heating equipment indoors, so if you are not outdoors for a long time, a coat can keep out the cold.

Wearing short sleeves in summer won't get hot. Refrigeration and air conditioning are rarely used in London because it is generally not too hot there.

Bring more clothes in spring and autumn, but the brand-name clothes in London are cheaper than those in China. Please think for yourself.
