The administrative licensing conditions for explosive devices for weather modification are as follows:

(4) The production equipment and technology conform to the Safety Management Regulations for Civil Explosive Equipment Enterprises (WJ9049), Safety Regulations for Design of Civil Explosive Equipment Factory (GB50089), General Rules for Safety and Hygiene Design of Production Equipment (GB5083) and Safety and Technical Supervision Regulations for Pressure Vessels (Guo Fa [1999]6543).

(five) the safety production management personnel and special operations personnel have the corresponding knowledge and ability of safety production; The proportion of professional and technical personnel in the number of employees in the enterprise shall not be less than15%;
