Article 1 These Measures are formulated in order to strengthen the management of meteorological forecast and warning release, use meteorological forecast correctly, seek advantages and avoid disadvantages, prevent adverse effects or even turbulence caused by multi-channel release of meteorological forecast, and ensure the safety of people's lives and property and the smooth progress of socialist modernization. Article 2 The weather forecast released by the public refers to the weather forecast released to the public through radio, television, newspapers, telephone and other propaganda media and public information release systems. Article 3 The State implements a unified release system for publicly released weather forecasts and severe weather warnings. Meteorological offices and stations at all levels under the jurisdiction of the State Meteorological Administration are responsible for the release. The Central Meteorological Observatory and meteorological stations at the following levels are respectively responsible for issuing weather forecasts and severe weather warnings within the territory of China and the responsibility area of this station; The Central Meteorological Observatory and coastal meteorological stations at all levels are also responsible for issuing weather forecasts and severe weather warnings in the sea areas under their jurisdiction. Article 4 Except meteorological offices and stations at all levels under the jurisdiction of the State Meteorological Administration, no other organization or individual may publicly release various weather forecasts and severe weather warnings to the public. Fifth meteorological stations or institutions affiliated to other relevant departments in the State Council are only responsible for issuing professional meteorological forecasts to their own departments, and do not undertake the task of publicly issuing meteorological forecasts and severe weather warnings to the public. Article 6 The focus of weather forecasting is to provide forecasting and early warning services for severe weather and important weather. Meteorological offices and stations at all levels should earnestly enhance their sense of responsibility, carefully analyze and study, closely monitor weather changes, and strive to achieve timely and accurate forecasting services. Before publicly releasing important weather forecasts and severe weather warnings, it shall report to the local people's government and relevant departments in a timely manner. Article 7 The provisions of China's weather forecast are as follows: long-term weather forecast refers to more than ten days, medium-term weather forecast refers to four to ten days, and short-term weather forecast refers to less than three days, of which less than twelve hours is also called short-term weather forecast.

Short-term weather forecasts and severe weather warnings made by meteorological stations at all levels under the jurisdiction of the State Meteorological Administration can be released to the public. Long-term weather forecast is only for internal reference of people's governments at all levels, flood control and drought relief headquarters and relevant units, and is generally not publicly released or reported; If it is necessary to publish or report publicly for disaster prevention decision-making, it shall be approved by the State Meteorological Administration or the meteorological bureaus of relevant provinces (autonomous regions and municipalities directly under the Central Government). Article 8 The State encourages relevant scientific research units, academic organizations and individuals to study and discuss weather forecasting techniques and methods. Their conclusions and opinions on development and forecasting can be provided to local meteorological stations or published at weather forecasting seminars and other professional meetings sponsored by meteorological stations at all levels, but they shall not be publicly released in any form. Article 9 Local governments at all levels may timely transmit all kinds of weather forecasts (including long-term weather forecasts) provided by organizations or individuals other than meteorological departments to local meteorological stations, and local meteorological stations shall carefully analyze and comprehensively study them. If there are major differences, they shall report to the local government realistically when necessary. When governments at all levels consider meteorological factors in major decisions such as arranging production and organizing disaster prevention and relief, they take meteorological information such as weather forecast (early warning) and meteorological information provided by meteorological departments as the main basis. Tenth news, publicity and other departments should obtain the consent of the relevant meteorological departments before releasing news reports of disastrous weather or various weather forecasts that may have significant impact. Article 11 The State Meteorological Administration and the meteorological bureaus of provinces (autonomous regions and municipalities directly under the Central Government) have the right to investigate and deal with organizations or individuals that violate the above provisions and issue weather forecasts and severe weather warnings to the society without authorization.
