Measures for the Administration of the Release and Dissemination of Meteorological Disaster Warning Signals in Jinan (revised in 2020)

Article 1 These Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), Regulations on Meteorological Disaster Prevention, Regulations on Meteorological Disaster Prevention of Jinan and other laws and regulations in order to standardize the release and dissemination of meteorological disaster warning signals, prevent and mitigate meteorological disasters, and protect the lives and property of the state and people. Article 2 These Measures shall apply to the release and dissemination of meteorological disaster warning signals within the administrative area of this Municipality. Article 3 The term "meteorological disaster warning signal" as mentioned in these Measures refers to the meteorological disaster warning information released to the public by the meteorological offices and stations subordinate to the competent meteorological departments. Article 4 Meteorological disaster warning signals generally consist of names, icons, standards and defense guidelines.

Meteorological disaster warning signals in this city are divided into rainstorm, blizzard, drought, lightning, gale, hail, fog, high temperature, cold wave, road icing, frost, typhoon and sandstorm.

According to the degree of harm, urgency and development trend that meteorological disasters may cause, the levels of meteorological disaster warning signals are generally divided into four levels: IV (general), III (heavier), II (serious) and I (particularly serious), which are indicated by blue, yellow, orange and red in turn and marked in Chinese and English. Article 5 The release and dissemination of meteorological disaster warning signals shall adhere to the principles of timeliness, standardization, accuracy and free of charge. Twelfth radio stations, television stations, newspapers, government websites and other media and telecom operators should establish a cooperative mechanism with meteorological stations for the release and dissemination of meteorological disaster warning signals, and smooth the channels for the release and dissemination of meteorological disaster warning signals. Thirteenth culture and tourism, industry and information technology and other relevant departments should organize radio stations, television stations, newspapers, government websites and other media and telecom operators to do a good job in the dissemination of meteorological disaster early warning signals. Article 14 When broadcasting stations, television stations, newspapers, government websites and other media and telecom operators disseminate meteorological disaster early warning signals, they should use timely meteorological disaster early warning signals directly provided by meteorological stations, and indicate the name of the meteorological station that issued the meteorological disaster early warning signals, the release time and the meteorological disaster early warning area.

Radio stations, television stations, government websites and other media and telecom operators shall broadcast meteorological disaster warning signals in accordance with the relevant provisions and requirements of the state, province and city. Article 15 The competent meteorological department shall establish a linkage mechanism for the release of meteorological disaster warning signals with relevant departments such as emergency management, culture and tourism, industry and informatization, public security, civil affairs, natural resources and planning, ecological environment, urban and rural transportation, housing and urban and rural construction, urban and rural water supply, agriculture and rural areas, education, health, gardening and forestry greening, so as to realize real-time information sharing.

After receiving the meteorological disaster warning signal, all relevant departments shall promptly spread it to their own industries and systems, and organize defense work. Article 16 The municipal, district and county people's governments and relevant departments shall, according to the early warning signals of meteorological disasters, timely judge the possible impact of meteorological disasters on the local area and the industry, and make preparations for starting the emergency plan in accordance with relevant regulations. Seventeenth airports, stations, squares, highways, shopping malls, tourist attractions, transportation hubs and other management units should use electronic display screens, broadcasting, bulletin boards, urban mobile television and other information receiving and broadcasting facilities to timely disseminate meteorological disaster warning signals. Eighteenth schools, kindergartens, hospitals, nursing homes, nursing homes and the management units of special group activities or service places established in the community, such as the old, the young, the sick and the disabled, shall take targeted communication methods and timely preventive measures after receiving the meteorological disaster warning signal.
