Article 1 In order to strengthen the prevention of meteorological disasters, avoid and reduce losses caused by meteorological disasters, ensure the safety of people's lives and property, and promote economic and social development, according to The "Meteorological Law of the People's Republic of China", "Meteorological Disaster Prevention Regulations", "Yunnan Province Meteorological Disaster Prevention Regulations" and other laws and regulations are formulated based on the actual situation of this city.
Article 2 These regulations apply to meteorological disaster prevention activities within the administrative region of this city.
Meteorological disasters referred to in these regulations mainly include disasters caused by drought, heavy rain, continuous rain, cold wave, low temperature, frost, blizzard, hail, lightning, strong wind, heavy fog, high temperature, etc.
Article 3 Municipal and county (city, district) people’s governments shall strengthen leadership over meteorological disaster prevention work, establish and improve work coordination mechanisms, improve the comprehensive meteorological disaster defense system, and encourage meteorological disaster prevention research and technology Innovate and incorporate the construction of meteorological disaster prevention capabilities into the government's comprehensive evaluation system, and the required funds into the fiscal budget of the same level.

Article 6 Citizens, legal persons and other organizations have the obligation to participate in meteorological disaster prevention work.

Article 7 Meteorological authorities shall work with other relevant departments to cover meteorological disaster monitoring and early warning and provide special meteorological service guarantees in areas prone to meteorological disasters and other areas that require key meteorological support.
Article 8 No unit or individual may damage, occupy, move or shut down facilities and equipment for meteorological detection and meteorological disaster early warning information reception and broadcast without authorization.
Article 9 The municipal and county (city, district) people’s governments shall organize meteorology, industry and information technology, land resources, water affairs, agriculture, forestry, landscaping, public security, transportation, housing and urban and rural construction, Environmental protection, civil affairs and other relevant departments have established a data sharing platform to collect and exchange data related to meteorological detection and meteorological disasters.
Article 10 The competent meteorological agency shall build a meteorological disaster prevention information release platform that is intensively shared, integrated with all media, and pushed on demand. Article 13 The municipal and county (city, district) people’s governments shall organize relevant departments to carry out the construction of drought relief emergency projects and supporting facilities. Article 14 The municipal and county (city, district) people's governments shall organize relevant departments and units to promptly carry out prevention of urban waterlogging, flood disasters, geological disasters, traffic diversion, emergency rescue and disaster relief, etc.
Administrative management departments such as water affairs and Dianchi Lake management should organize dredging of rivers, maintenance of flood control facilities and equipment before the flood control period, and conduct inspections of important dangerous sections in geological disaster-prone areas.

Article 19 After the occurrence of hot weather, relevant departments and units should strictly implement the relevant provisions of the provincial and provincial heatstroke prevention and cooling measures, focusing on helping the elderly, weak, sick, disabled, pregnant and young people to protect themselves from high temperatures. The employer shall reasonably adjust working hours and reduce or stop arranging outdoor operations.
Article 20 Newly constructed, renovated, or expanded buildings, places, and facilities shall be equipped with lightning protection devices in accordance with industry standards, and shall undergo design review and completion acceptance in accordance with the following provisions:

Article 21 After a lightning protection device is put into use, its owner, user or manager shall entrust a testing agency to conduct regular testing and issue a testing report, including the production and storage of flammable and explosive items. Lightning protection devices at facilities and sites are inspected every six months.
The inspected unit shall submit the lightning protection device inspection report to the industry competent department in a timely manner, and make rectifications within a time limit for the lightning protection safety hazards discovered during the lightning protection device inspection.
Institutions engaged in testing lightning protection devices shall obtain qualification certificates in accordance with the law.
Article 22 The competent meteorological agency shall, in conjunction with the safety supervision department and other relevant departments, conduct regular spot checks and report on the submission of inspection reports of lightning protection devices and the implementation of rectification of lightning protection safety hazards.
Article 23 The meteorological competent authority shall, in conjunction with relevant administrative departments such as water affairs, land resources, environmental protection, agriculture, and forestry, jointly produce and publish reports on geological disasters, forest fires, pests and diseases caused by meteorological factors Early warning information for secondary and derivative disasters (risks).
Meteorological authorities shall provide meteorological disaster certification materials required for insurance claims in accordance with the law and truthfully.

Article 27 The municipal and county (city, district) people’s governments shall establish a meteorological disaster emergency rescue fund investment mechanism and improve the reserve, transportation, distribution and use of meteorological disaster emergency rescue materials and equipment at the same level. system to ensure the actual needs for meteorological disaster emergency rescue.
Article 28 If, in violation of the provisions of these Regulations, municipal or county (city, district) people's governments, meteorological authorities and other meteorological disaster prevention-related departments and their staff have any of the following acts, they shall be punished by The superior authority or supervisory authority shall order corrections; if the circumstances are serious, the directly responsible person in charge and other directly responsible persons shall be given administrative sanctions in accordance with relevant regulations; if a crime is constituted, criminal liability shall be pursued in accordance with the law:
(1) Failure to formulate a meteorological disaster emergency plan or fail to take meteorological disaster prevention measures in accordance with regulations;
(2) Failure to implement the response process after the meteorological disaster emergency plan is launched;
(3) Acceptance After receiving meteorological disaster early warning information, it fails to handle it in accordance with regulations or handles it improperly, resulting in heavy losses;
(4) Failure to submit meteorological detection and meteorological disaster-related data as required;
(5) Concealing or falsely reporting meteorological disaster accidents.
Article 29 Violates the provisions of these Regulations and arbitrarily changes the information content and conclusions released by meteorological stations affiliated to meteorological authorities, fabricates or disseminates false meteorological information, or disseminates disastrous weather information obtained through illegal channels If there is information about meteorological disasters and disasters, the competent meteorological agency shall order it to make corrections within a time limit. If corrections are not made within the time limit, a fine of not less than RMB 10,000 but not more than RMB 30,000 shall be imposed; if the circumstances are serious, a fine of not less than RMB 30,000 but not more than RMB 50,000 shall be imposed.
Article 30 Anyone who violates the provisions of these Regulations by damaging, occupying, or moving or shutting down facilities and equipment for meteorological detection and meteorological disaster early warning information reception and broadcasting without authorization shall be ordered by the competent meteorological agency to make corrections and restore them to their original state within a time limit or take other measures. Other remedial measures; if corrections are made within the time limit, a fine of not less than 2,000 yuan but not more than 10,000 yuan shall be imposed; if the circumstances are serious, a fine of not less than 10,000 yuan but not more than 50,000 yuan shall be imposed.
Article 31 Anyone who violates the provisions of these regulations and engages in lightning protection device testing without qualifications or exceeding the scope of qualifications shall be ordered by the meteorological authority or relevant administrative department to stop the illegal behavior according to their authority and be fined 50,000 yuan. A fine of not less than RMB 100,000 but not more than RMB 100,000 shall be imposed; if there is any illegal income, the illegal income shall be confiscated.
Article 32 Anyone who violates the provisions of these regulations and commits any of the following acts shall be ordered by the meteorological authority to make corrections, given a warning, and may be fined not less than RMB 10,000 but not more than RMB 30,000:
(1) Those who should install lightning protection devices but refuse to install them;
(2) Those who already have lightning protection devices refuse to carry out testing or refuse to make corrections after failing the testing.
Article 33 These Regulations shall come into effect on January 1, 2018.
