Why can it rain artificially but not stop it artificially?

Artificial rainfall is mainly to change the weather conditions through artificial intervention when the weather is too dry to realize natural rainfall. The method of artificial rainfall includes introducing catalysts, such as dry ice and silver iodide, into the cloud to promote the condensation and deposition of water droplets in the cloud.

However, artificial rainfall is not yet possible. Rain falls from the sky and atmosphere, which is an important part of cloud and water cycle. Water droplets or ice crystals in the cloud constantly collide, adsorb and condense in the atmosphere to form raindrops, and then fall to the ground. This process happens naturally, and we can't completely prevent the formation and decline of raindrops through human intervention.

In a word, although artificial rainfall can change the weather conditions to some extent through artificial intervention, it still cannot stop the rain artificially.
