Provisions of Shenzhen Municipality on Issuing Meteorological Disaster Warning Signals (revised in 2006)

Article 1 In order to effectively prevent and mitigate meteorological disasters and protect the lives and property of the state and people, these Provisions are formulated in accordance with the relevant provisions of the Meteorological Law of People's Republic of China (PRC) and the actual situation of this Municipality. Article 2 These Provisions shall be observed in issuing meteorological disaster warning signals within the administrative area of this Municipality and the sea areas under its jurisdiction. Article 3 The meteorological disaster warning signals mentioned in these Provisions are divided into eleven categories, such as typhoon, rainstorm, high temperature, low temperature, fog, haze, gale, hail, lightning, drought and fire. According to the severity and urgency of disasters, early warning signals are generally divided into four levels, representing general, heavy, serious and particularly serious meteorological disasters, which are marked with blue, yellow, orange and red in turn. Article 4 Early warning signals shall be uniformly issued by Shenzhen Meteorological Observatory, and no other unit or individual may issue early warning signals or similar information. Article 5 Local TV stations, radio stations, special meteorological lines and other media shall broadcast to the public within 12 1 minute after receiving the early warning signal directly provided by the Municipal Meteorological Observatory. No unit shall disseminate to the public the early warning signals and severe weather warnings directly provided by non-meteorological stations.

Basic telecom operators should ensure the smooth flow of early warning signals transmitted through their public communication networks. Article 6 The municipal competent meteorological department shall be responsible for the management of the release of early warning signals, formulate early warning plans, and do a good job in the propaganda of disaster prevention and early warning and disaster prevention and mitigation in conjunction with relevant departments. The relevant departments of cities, districts and streets shall formulate corresponding defense plans and organize the implementation of departmental linkage and social response. Article 7 Typhoon warning signal

Typhoon warning signals are divided into five levels, which are represented by white, blue, yellow, orange and red respectively.

(1) Typhoon White Warning Signal

Defensive measures:

Pay attention to the latest situation of tropical cyclones and be alert to the impact of tropical cyclones on the local area.

(2) Typhoon blue warning signal

Meaning: It may or has been affected by tropical cyclones within 24 hours, with an average wind force of more than 6.

Defensive measures:

1. Prepare for windproof, and promptly notify outdoor, high altitude, port and offshore operators;

2. Properly place outdoor items susceptible to strong winds.

(3) Typhoon yellow warning signal

Meaning: It may or has been affected by tropical cyclones within 24 hours, with an average wind force of more than 8.

Defensive measures:

1. Kindergartens, nurseries, primary and secondary schools are closed, and schools and child-care institutions shall assign special personnel to protect students who arrive at school and children who enter the park (nursery);

2. Enter the windproof state, stop outdoor operations such as high altitude and water, and take shelter from the wind;

3. Evacuate people from dangerous areas, stop open-air collective activities and evacuate people immediately;

4. All functional departments should prepare for relevant defense and open temporary safe havens.

(4) Typhoon orange warning signal

Meaning: 12 hours may or has been affected by tropical cyclones, and the average wind force is above 10.

Defensive measures:

1. In case of emergency wind protection, citizens should stay indoors or take refuge in a safe place;

2. Strengthen port facilities to prevent ships from anchoring, grounding and collision.

(5) Typhoon red warning signal

Meaning: It may or has been affected by tropical cyclones within 6 hours, and the average wind force 12 or more.

Defensive measures:

1. It is suggested that the whole city should close down (except public transportation, water supply, power supply, gas supply and other special industries necessary for emergency rescue and disaster relief, medical treatment and ensuring the basic livelihood of residents);

2. Relevant departments are ready to start the emergency rescue plan. Article 8 rainstorm warning signal

The rainstorm warning signal is divided into three levels, which are represented by yellow, orange and red respectively.

(1) Yellow rainstorm warning signal

Defensive measures:

1. Inform outdoor workers who are vulnerable to heavy rain in time;

2. Relevant departments should pay close attention to disasters such as urban waterlogging and landslides that may be caused by heavy rain.

(b) An orange rainstorm warning signal

Defensive measures:

1. Pay attention to flood control in low-lying and waterlogged areas;

2. It is suggested to suspend outdoor operations that are vulnerable to heavy rain.

(3) Rainstorm red warning signal

Defensive measures:

2. Temporary safe havens are opened, and people in danger zones are evacuated;

3. All functional departments should prepare for relevant defense. Article 9 High temperature warning signal

The high temperature warning signal is divided into three levels, which are represented by yellow, orange and red respectively.

(A) high temperature yellow warning signal

Defensive measures:

Avoid long-term outdoor or high-temperature operation.

(2) High temperature orange warning signal

Defensive measures:

It is suggested that 12- 15 stop outdoor or high-temperature operation to shorten the continuous operation time.

(3) High temperature red warning signal.

Defensive measures:

It is suggested to stop outdoor or high-temperature operations (except special industries such as public transportation, water supply, power supply and gas supply necessary for emergency rescue and disaster relief, medical treatment and ensuring residents' basic life), give priority to ensuring domestic electricity consumption and open temporary summer resorts.
