Railway transport enterprises shall establish monitoring and early warning communication mechanisms for geological disasters and extreme weather with the relevant departments of emergency management, natural resources, water administration, public security, transportation and meteorology of the people's governments at or above the county level, and implement safety precautions and disaster prevention and mitigation measures.

Railway transport enterprises and the emergency management departments of the people's governments at or above the county level shall disclose the emergency rescue telephone numbers to the public, so as to facilitate the public to report emergencies that affect railway safety.
