I. Basic information

In order to meet the requirements of the development of market economy, further strengthen the management of water supply projects in villages and towns, ensure the continuous benefit of water supply projects, and strive to achieve the goal of "nourishing water with water", our district has established a water supply limited liability company, which implements a unified management, independent accounting, self-financing and reimbursement management model for large-scale centralized water supply projects. At present, the company has managed centralized water supply projects 1 1, with an annual water supply of 850,000 cubic meters and an annual sales income of 1.45 million yuan. At the same time, vigorously carry out special rectification of pollution sources such as farmhouses and farms around the reservoir, put an end to garbage and harmful substances, put an end to "point" pollution, cut off "source" pollution, and prevent water quality from being artificially destroyed. Judging from the recent sampling inspection of reservoir water quality, the reservoir water quality in our region has been significantly improved, reaching the second and third class water quality standards of the National Environmental Quality Standard for Surface Water, and meeting the conditions of the first and second class protected areas for surface water sources of domestic drinking water. 12 reservoirs have been included or included in the construction plan of human drinking water project in advance.

Third, the problem suggestion

In recent years, with the care and support of relevant departments at all levels, the rural drinking water safety work in our region has made some achievements, but there are still some difficulties and problems, mainly as follows:

First, the project construction funds are insufficient. From 20xx to 20xx, the price of raw materials for rural drinking water safety projects in our region increased by 30-60%, and the labor wage increased by more than 140%. Third, the project operation cost is high. The electricity price of rural drinking water projects is between 0.78 yuan and 0.88 yuan/kWh, which is on the high side. In addition, personnel costs, water resources costs and operation and maintenance costs are also increasing year by year. Taking 20xx as an example, the average water supply cost of town water supply stations in our district is 3.04 yuan/ton, while the average water price is only 65,438 yuan +0.84 yuan/ton, and the water price and cost are upside down. Suggestion: The electricity price of rural drinking water safety project should be implemented by agricultural discharge electricity price, and some special subsidies should be given at the same time.

Fourth, it is increasingly difficult to obtain land for water plant construction. In the past, the construction land of waterworks was only used without expropriation, and the general compensation standard was 30,000-40,000 yuan/mu, but the land use procedures were not perfect. At present, all newly-built water plants have to go through the occupation or requisition procedures in strict accordance with relevant regulations, and the cost is about 200,000 yuan/mu, which leads to a serious shortage of project funds and complicated procedures, which affects the project progress. Suggestion: Simplify the procedures of land use for construction as much as possible and reduce related expenses.

During the "Twelfth Five-Year Plan" period, our district will increase the number of people14.39 million to solve the drinking water safety problem of rural population, which is an arduous task and a great responsibility. I. Work measures

Wushi village 1, this plan solves 253 people, the deep water well is pressurized without tower, and the management of private water supply company is introduced, with a total investment of 1.8 million yuan, which solves the drinking water difficulty of more than 600 people. This project was completed before the end of January.

2. In He Xia Village, this plan will solve 238 people who have difficulty in drinking water. Because the population is in the town near the town government, Yinhe Town Central Water Supply Company extended the pipe network to solve the problem, and 365 people per household have been solved, with a total investment of 6.5438+0.4 million yuan. This project was completed before the end of January.

3. Zixi Village, which solved the drinking water problem of 2,263 people, is the village with the largest population, the widest scope and the earliest project start in our town. In August of 20xx, people had difficulty drinking water due to drought. Villages and groups began to solve the drinking water problem by themselves. There are three water sources in the village, two of which are the deepest water towers, with a total capacity of100t and 22 1 household, with 863 people. 1 Introduce private water companies to provide centralized water supply without towers. 4. In Aojiafang Village, it is planned to provide centralized water supply for 932 people through the deep water tower. At present, the deep water well and two100t steel mixing towers have been connected in series, and the supervisors have all installed them. More than 400 households, 1, 625 people entered the village. 10 days later, the water tower will be disinfected, stored and supplied with water after drying, with an investment of about 500,000 yuan.

5. Tianzhugang Village, this plan will solve 623 people, using deep well centralized water supply. The plan covers the whole village. Well construction has been completed and a 200-ton water tower has been built.

One, managed by the cost accounting of the village Committee, has invested more than 300,000 yuan in special funds to install 166 households with a population of 664. The planned task has been completed, but the installation will be further extended if necessary.

6. In Moxi Village, 872 people were resettled in this plan, and deep wells and water towers were built for centralized water supply. Because it was difficult to find water in the early stage, three water outlets were successfully found, which delayed the time. Up to now, more than 2,800 meters of water pipes have been drilled, more than 236 households have been installed, and a 200-ton water tower has been basically built, completing 86% of the plan.

7. Changzhu Village, this plan will accommodate 6 12 people and use deep wells to build a 250-ton water tower. Water supply can cover the whole village 13 natural villages. Because the distribution is relatively scattered, the pipe network is far away, and at the same time, it is equipped with tower-free pressurization (two water finding points delayed the time in the early stage). Up to now, 138 farmers have been installed.

8. In Hengling Village, 385 people have settled in the scheme. Because the village belongs to alpine landform, the population is scattered, the population is not concentrated, there are many springs and there is no pollution. According to local conditions, take natural villages as units, and set up water use associations to manage them separately on the premise of meeting actual needs. Up to now, four water towers of10t,15t and 20t have been built. However, due to the rainy weather in the previous stage, the traffic is inconvenient, and the pipe is being laid. At present, 72% of the plan has been completed. It is expected to be fully completed before March 24.

9. In Dengjiatian Village, 8 12 people are resettled in this planning, and deep wells and water towers are used for centralized water supply. However, no water was found in the four water intake points in the village in the early stage, and the existing water intake points were not discovered until March 2, so a deep well was just drilled and the water quality test was completed. The water tower was purchased from the 3 16-ton water tower in Niulantang breeding community built in this village last year, until March 65446.

Although we have done some work some time ago and made some achievements, there is still a certain gap from the requirements of our superiors. We will strive to turn pressure into motivation, overcome all unfavorable factors, and complete the task on time with good quality and quantity.

The community needs to raise about 260,000 yuan every year to maintain normal operation. Fourth, the management of waterworks needs to be further strengthened, and our work is still far from the requirements of superiors and the expectations of the people.

In view of the above problems, we suggest:

First, governments at all levels have increased investment in rural drinking water safety in China, gradually upgraded water-making equipment, improved and improved water-making technology, and ensured the hygiene and safety of water supply;
