On the Prohibition and Restriction of Fireworks and Firecrackers

In order to further strengthen the management of fireworks and firecrackers, minimize the environmental pollution caused by fireworks and firecrackers, and earnestly safeguard the safety of the public and people's lives and property, According to the Law of the People's Republic of China on Public Security Administration Punishment, Regulations on the Safety Management of Fireworks and Firecrackers, Regulations on the Prevention and Control of Air Pollution in Hebei Province, Notice of Tangshan Municipal People's Government on Prohibiting and Restricting the Release of Fireworks and Firecrackers, and other laws and regulations, after research by the Development Zone Management Committee, it is decided to further strengthen the prohibition and restriction of fireworks and firecrackers in the whole region. The relevant matters are hereby notified as follows:

1. Fireworks and firecrackers are prohibited in the built-up area of Harbour Development Zone at all times. Fireworks and firecrackers are allowed to be set off on New Year's Eve and the first day of the first month in other areas, and they are forbidden to be set off at other times. Fireworks and firecrackers are prohibited in all time periods when the municipal government issues a warning and emergency response of level 3 or above for heavy polluted weather or takes control measures.

2. The public security department shall punish the act of setting off fireworks and firecrackers in violation of the provisions of the Notice.

3. It is forbidden to set off fireworks and firecrackers all the time in the following places. Those who violate the law will be severely punished by the public security department according to law:

State organs, kindergartens, primary and secondary schools, medical institutions and nursing homes;

transportation hubs such as stations and docks and railway line safety protection zones;

busy streets, theaters, parks, stadiums and other crowded places;

production and storage units of inflammable and explosive articles, and safety protection zones of power facilities and communication lines;

villages in Wangtan Town that have completed the transformation of replacing coal with gas and have been ventilated.

4. The Wangtan Town Government, the Comprehensive Law Enforcement Brigade, the Management Committee of the Logistics Industry Cluster, villages and relevant departments should organize forces to vigorously publicize and implement the regulations on the prohibition of fireworks and firecrackers, and guide the residents to strictly abide by the regulations on the prohibition and restriction of fireworks and firecrackers. Those who do not listen to it will be reported to the public security organs for handling according to law. Public security sub-bureau, market supervision sub-bureau, bureau of commerce, transportation bureau, party-mass work department, comprehensive law enforcement brigade, ecological environment sub-bureau, human resources and social security bureau and other departments shall do a good job in prohibiting and restricting fireworks and firecrackers according to their division of responsibilities.

5. The residents should consciously abide by the regulations on the prohibition and restriction of fireworks and firecrackers, actively discourage and stop the illegal discharge of fireworks and firecrackers, and actively report the illegal activities of selling, transporting and storing cigarettes and firecrackers.
