Article 1 In order to standardize the release and dissemination of meteorological disaster warning signals (hereinafter referred to as warning signals), effectively prevent and mitigate meteorological disasters, and protect the safety of the country and people's lives and property, these Measures are formulated in accordance with the Meteorological Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall be observed in issuing and disseminating early warning signals within the administrative area of this Municipality. Article 3 The term "early warning signal" as mentioned in these Measures refers to the early warning information released to the public by the meteorological offices and stations under the competent meteorological departments of cities, counties (cities) and districts in order to effectively prevent and mitigate sudden meteorological disasters.

The warning signal consists of three parts: name, icon and meaning.

Early warning signals are divided into eleven categories: typhoon, rainstorm, high temperature, cold wave, fog, thunderstorm and gale, gale, sandstorm, hail, blizzard and road icing. See the annex for the types and specific classification of early warning signals.

Early warning signals are generally divided into four levels (IV, III, II and I). According to the severity and urgency of the disaster, the colors of the early warning signals are blue, yellow, orange and red in turn, and they are marked in Chinese and English, representing ordinary, heavy, serious and particularly serious respectively. Article 4 The municipal competent meteorological department shall be responsible for the administration of the release and dissemination of early warning signals in the whole city.

County (city) and district meteorological authorities shall be responsible for the management of the release and dissemination of early warning signals within their respective jurisdictions.

Press and publication, radio and television, information, electric power and other departments shall, in accordance with their respective responsibilities, coordinate the release and dissemination of early warning signals. No other organization or individual may issue early warning signals to the public. Article 6 City, county (city) and district meteorological offices and stations shall improve the accuracy of disastrous weather forecast, issue early warning signals in time through media and information service units such as radio, television and Internet, update or cancel early warning signals in time according to weather changes, and notify the people's government at the same level. Article 7 When broadcasting early warning signals, media and information service units shall use the timely early warning signal information directly provided by local meteorological stations, and shall not broadcast or reprint early warning signals from other sources. Article 8 Radio stations and television stations shall broadcast to the outside world within 15 minutes after receiving the early warning signal issued by the Meteorological Observatory during the broadcasting period. Radio stations and television stations shall broadcast to the outside world in a timely manner after receiving the early warning signal issued by the Meteorological Observatory outside the broadcast time of the program.

Other media and information service units shall broadcast to the outside world within 15 minutes after receiving the early warning signal issued by the meteorological observatory. Article 9 When broadcasting early warning signals, media and information service units shall use the specified names and icons of early warning signals, correctly explain their meanings and relevant defense guidelines, and at the same time explain the names and release times of meteorological stations that issued early warning signals. Tenth radio stations and television stations broadcast blue and yellow warning signals not less than 2 times per hour, orange warning signals not less than 4 times per hour, and red warning signal not less than 6 times per hour. Eleventh transportation, urban management, water conservancy, education, civil affairs, marine fisheries and other departments. Should be based on the classification of responsibilities and early warning signals, formulate plans to defend against meteorological disasters, and start relevant emergency plans according to the level of early warning signals, and take timely defensive measures to avoid or reduce losses caused by meteorological disasters. Article 12 If the media and information service units, in violation of the provisions of Article 5 and Article 7 of these Measures, issue early warning signals or broadcast or reprint early warning signals from other sources without authorization, the local competent meteorological department shall order them to make immediate corrections, give them a warning and impose a fine of more than 65,438+10,000 yuan; If the circumstances are serious, a fine of 6,543,800 yuan and 50,000 yuan shall be imposed. Thirteenth media and information service units in violation of the provisions of these measures, one of the following acts, shall be ordered by the local competent meteorological departments to immediately correct, give a warning, and may be fined more than 2000 yuan in 200 yuan:

(a) in violation of the provisions of article eighth of these measures, refusing to broadcast or delaying the broadcast of early warning signals;

(two) in violation of the provisions of Article 9 of these measures, the name and icon of the warning signal are not used, the meaning and related defense guidelines are not correctly explained, or the name and release time of the meteorological station that issued the warning signal are not explained. Article 14 If the staff of the competent meteorological department and its subordinate meteorological offices and stations neglect their duties, resulting in major omission or false alarm of severe weather warning, they shall be given administrative sanctions according to law; If it causes great losses to national interests and people's lives and property and constitutes a crime, criminal responsibility shall be investigated according to law.
