Measures for the Administration of Meteorological Exploration Environment in Civil Aviation (20 10)
Civil aviation meteorological detection facilities refer to the following sites, instruments, equipment and ancillary facilities used for civil aviation meteorological detection:
(1) Meteorological observation stations and platforms;
(2) Automatic meteorological observation systems and automatic weather stations;
(3) weather radar;
(4) Wind profiler radar. Article 3 These Measures shall apply to the selection, approval and protection of civil aviation meteorological observation environment at transport airports. Article 4 Civil aviation meteorological detection facilities other than meteorological observation sites and platforms shall not be put into use without the approval of the Civil Aviation Administration. Article 5 The Civil Aviation Administration of China (hereinafter referred to as CAAC) shall exercise unified management over the meteorological observation environment of civil aviation.
China Civil Aviation Regional Administration (hereinafter referred to as the Regional Administration) is responsible for the supervision and management of the meteorological detection environment of civil aviation in this area. (1) The area of meteorological observation field should be 25× 25m2, that is, 16x 16m2.

2. The distance between the fence of meteorological observation field and the surrounding rows of obstacles shall not be less than 10 times the height of obstacles or the elevation angle of obstacles shall not be greater than 5.7 1.
3. The fence of meteorological observation field is at least 100 m away from lakes, rivers, oceans and other large water bodies, and no crops or trees with a height exceeding 1 m may be planted around the fence of observation field.
(3) The meteorological observation site should avoid being affected by the tail airflow of the aircraft engine and other unnatural airflow, and should not be placed near a large area of cement ground to reduce the influence of radiation.
(4) The elevation of meteorological observation field should be similar to that of runway.
(5) The soil properties of meteorological observation sites should be consistent with those of nearby areas. Article 10 The construction of automatic meteorological observation systems and automatic weather stations shall meet the following requirements:
(1) Sensors for temperature, air pressure, humidity, wind direction, wind speed and weather phenomena in the landing area of aircraft, as well as atmospheric transmission meter or front scatterometer, which are installed at an appropriate position on one side of the runway between 90 meters away from the runway centerline and 120 meters inward from the runway entrance end; For the runway parking space, it should be installed at an appropriate position on one side of the runway between 90 meters and 120 meters from the runway center line and 300 meters inward from the runway parking space. The distance between the atmospheric transmission instrument and the entrance end and stop end of the runway shall be subject to the receiving end of the atmospheric transmission instrument.
(2) The wind direction and speed sensor and the atmospheric transmitter or front scatterer used in the middle of the runway are installed on the runway side between 90 meters and 120 meters away from the runway center line, and located in the middle of the runway. The distance between the atmospheric transmission instrument and the entrance end and stop end of the runway shall be subject to the receiving end of the atmospheric transmission instrument.
(3) The altimeter should be installed near the middle beacon and avoid the take-off and landing routes of the aircraft. If it cannot be installed near the intermediate guiding platform, it can be installed in the aircraft grounding area, but it should meet the safety requirements of the sling. Eleventh meteorological radar detection environment shall meet the following requirements:
(1) There should be no tall buildings or mountains in the close range of weather radar. The shielding elevation angle of obstacles in the main detection direction of radar (that is, the main direction of weather system) to the antenna shall not be greater than 1, and the shielding elevation angle of obstacles in other directions shall not be greater than 2. The shielding elevation angle of isolated buildings with a horizontal opening angle of not more than 2 or mountains 50 kilometers away can be appropriately relaxed.
(2) Meteorological radar should avoid electromagnetic interference and interference with other equipment.
(3) The erection height of weather radar antenna shall meet the requirements of airport clearance protection.
(4) The installation of weather radar shall not obscure the vision of the tower controller to monitor the activities of aircraft on runways, taxiways or contact roads. Twelfth wind profiler radar detection environment shall meet the following requirements:
(1) The shielding elevation angle of obstacles around the wind profiler radar to the antenna of the detection system should be less than 30;
(2) The construction site should be as far away from tall buildings, trees, hillsides and other shelters as possible, and as far away from strong electric fields and strong magnetic fields as possible, such as transmitting antennas such as high-voltage lines and transformers.
