Measures for the administration of the release and dissemination of meteorological forecast and early warning information in Guizhou Province

Article 1 In order to standardize the release and dissemination of meteorological forecast and early warning information, and better serve economic and social development, disaster prevention and reduction, and people's production and life, these measures are formulated in accordance with the provisions of the Meteorological Law of People's Republic of China (PRC), the Regulations on the Prevention of Meteorological Disasters, the Regulations on the Prevention of Meteorological Disasters in Guizhou Province and other laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the release and dissemination of meteorological forecast and early warning information within the administrative area of this province. Article 3 The term "meteorological forecast and early warning information" as mentioned in these Measures refers to the public meteorological forecast and meteorological disaster early warning signals released to the society by the meteorological stations subordinate to the competent meteorological departments at or above the county level.

The term "public meteorological forecast" as mentioned in these Measures refers to the forecast of weather phenomena, clouds, wind direction, wind speed, temperature, humidity, air pressure, precipitation, visibility and other meteorological elements.

The term "meteorological disaster warning signal" as mentioned in these Measures refers to the warning signal of severe weather such as rainstorm, blizzard, cold wave, strong wind, high temperature, drought, lightning, hail, frost, fog and road icing.

The term "release of meteorological forecast and early warning information" as mentioned in these Measures refers to the process of making the meteorological forecast and early warning information produced by meteorological stations subordinate to the competent meteorological departments at or above the county level public.

The term "dissemination of meteorological forecast and early warning information" as mentioned in these Measures refers to the process in which organizations and individuals broadcast and reprint the published meteorological forecast and early warning information according to law. Fourth people's governments at or above the county level shall strengthen the organization and leadership of the release and dissemination of meteorological forecast and early warning information, establish and improve the coordination mechanism, and incorporate the required funds into the fiscal budget at the same level. Fifth competent meteorological departments at or above the county level shall be responsible for the guidance and management of the release and dissemination of meteorological forecast and early warning information within their respective administrative areas.

All relevant departments shall, in accordance with their duties, do a good job in the release and dissemination of meteorological forecast and early warning information. Article 6 The competent meteorological departments at or above the county level shall, jointly with relevant departments, do a good job in the publicity and training of meteorological forecasting and early warning information knowledge, and enhance the public's awareness of disaster prevention and mitigation. Article 7 People's governments at or above the county level shall strengthen the infrastructure construction for the release and dissemination of meteorological forecast and early warning information, organize relevant departments to set up special communication facilities such as broadcasting and electronic display devices in areas prone to meteorological disasters and densely populated places, and ensure the normal operation of the facilities.

No organization or individual may occupy, damage or move the special communication facilities for meteorological forecast and early warning information without authorization. Article 8 Owners or managers of schools, tourist attractions, public transportation, railway stations, airports, highways, industrial and mining enterprises and other places shall set up or improve meteorological disaster early warning signal transmission facilities such as broadcasting and electronic display devices as needed. Article 9 The people's governments at or above the county level shall establish and improve the linkage mechanism for the release and dissemination of meteorological forecast and early warning information, integrate the resources of meteorological, natural resources, water conservancy, emergency, radio and television departments and emergency early warning information release institutions, and realize the sharing of information and dissemination facilities. Tenth people's governments at the county level shall strengthen the construction of grassroots meteorological information staff, and the township people's governments and sub-district offices shall specify the person responsible for the dissemination of meteorological disaster early warning signals.

The village (neighborhood) committee shall, according to the requirements of the local people's government and the actual situation, clearly define the personnel responsible for the dissemination of meteorological disaster warning signals. Eleventh meteorological forecast and early warning information by the competent meteorological departments at or above the county level subordinate meteorological stations unified production and release. Other organizations and individuals shall not release meteorological forecast and early warning information to the society in any form. Twelfth meteorological stations subordinate to the competent meteorological departments at or above the county level shall, in accordance with the provisions, timely issue early warning signals of meteorological disasters, notify the relevant departments at the same time, and update or cancel them in time according to the weather changes.

Meteorological disaster warning signal level, defense guide, etc. It shall be implemented in accordance with the provisions of the competent meteorological department of the State Council. Thirteenth competent meteorological departments at or above the county level shall establish a news release system for major meteorological forecast and early warning information. Meteorological forecast and early warning information that has a significant impact on people's production and life and is highly concerned by the public can be released to the public by holding a press conference or interviewing specially invited reporters as needed. Fourteenth radio and television stations (stations) at all levels and newspapers designated by the provincial people's government shall arrange special time or pages to accurately and timely publish and broadcast meteorological forecast and early warning information.

Radio, television, newspapers, telecommunications and other media must use the timely meteorological information provided by the meteorological offices and stations affiliated to the competent meteorological departments to disseminate meteorological forecast and early warning information to the society, and indicate the release time and the name of the meteorological offices and stations. Fifteenth to encourage the public * * * media and units and the local competent meteorological departments subordinate meteorological stations to establish access to the latest meteorological forecast and early warning information mechanism, to ensure accurate and timely dissemination of meteorological forecast and early warning information. Sixteenth organizations and individuals are encouraged to disseminate the meteorological forecast and early warning information issued by the meteorological stations affiliated to the competent meteorological departments at or above the county level.

No organization or individual may spread false or unknown meteorological forecast and early warning information to the society, change the conclusion of public meteorological forecast, or change or delete the warning signal of meteorological disasters. Seventeenth provincial meteorological authorities and provincial communication management departments shall establish and improve the green channel for the dissemination of meteorological disaster early warning signals, and realize the spread of mobile phone short messages throughout the network in the area where the highest level meteorological disaster early warning signals are issued.
