Notice on prohibiting and restricting the discharge of fireworks and firecrackers

In order to further strengthen the management of fireworks and firecrackers, minimize the environmental pollution caused by fireworks and firecrackers, and effectively safeguard the safety of public and people's lives and property, according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations on the Safety Management of Fireworks and Firecrackers, the Regulations on the Prevention and Control of Air Pollution in Hebei Province, the Action Plan for Comprehensive Control of Air Pollution in Autumn and Winter in Tangshan City (20 17-20 18) and

1. Fireworks and firecrackers are prohibited in all areas of Zhenxing Street, Linjin Industrial Park and Hanfeng Industrial Park in Hangu Management Zone. Fireworks and firecrackers are allowed on New Year's Eve and the first day of the first month in other areas, and are prohibited at other times. When the municipal government issued the warning and emergency response of heavy polluted weather with level 3 or above, it is forbidden to set off fireworks and firecrackers at all times.

Two, in violation of the "notice" provisions of fireworks, shall be punished by the public security department according to law.

3. It is forbidden to set off fireworks and firecrackers in the following places. Illegal discharge, severely punished by the public security department according to law:

State organs, kindergartens, primary and secondary schools, medical institutions, sanatoriums, sanatoriums, scientific research units, libraries, archives, museums and cultural relics protection units;

Within the railway line safety protection zone;

Busy streets, parks and other crowded places;

Units producing and storing inflammable and explosive articles and safety protection zones for power facilities and communication lines;

Villages that have completed the transformation from coal to gas and have been ventilated.

Fourth, Zhenxing Sub-district Office, Hanfeng Town Government, Agricultural Corporation, Linjin Industrial Park and Hanfeng Industrial Park are responsible for organizing the implementation of fireworks and firecrackers in this area. It is necessary to organize enterprises such as villages, teams, communities and parks, vigorously publicize and implement the regulations on the management of fireworks and firecrackers, and guide residents and units to strictly abide by the regulations on the management of fireworks and firecrackers. Do not listen to stop, it should be reported to the public security organs according to law.

Public security, safety supervision, supply and marketing, market supervision, transportation, publicity, urban management, environmental protection, civil affairs and other departments should do a good job in prohibiting and restricting the discharge of fireworks and firecrackers in accordance with the division of responsibilities.

Five, the residents should consciously abide by the provisions of the prohibition and restriction of fireworks, take the initiative to discourage and stop the illegal discharge of fireworks, and actively report the illegal trafficking, transportation and storage of fireworks.
