Why can't the roads in the old county be repaired?

(a) Causes of road damage

During the 1 1 5th five-year plan period, "every village has access to highway" was included in the maintenance plan. However, due to the requirements of various regions for township governments to report road construction plans, it is difficult for individual township governments to pay with their own funds because of their limited financial resources, which leads to the failure of all village roads under their jurisdiction to report construction plans, and village roads have become the main roads in urgent need of maintenance. Judging from the problems reflected by the masses, there are two main reasons for the damage of rural roads:

1. The passage of large vehicles and unqualified engineering quality are the main reasons for the damage of village roads.

Mainly reflected in the quality of village roads and the passage of large vehicles all the year round. In addition, the village road has not been repaired for a long time, and the pavement and bridge are crushed by large overloaded transport vehicles. The carrying capacity of roads is limited, showing the state of "overload work", and the village roads are not taken seriously, which leads to serious damage to the village roads.

Typical case (incident): The masses reported that the pavement from Qian Dian Town to Taishan Village in Shuncheng District of Fushun City was seriously damaged. According to the survey, the total length of the highway from Qian Dian Town Line 202 to Taishan Village is about 3 kilometers. Because the vehicles transporting stones in Taishan Village quarry have been on this road for a long time, and most of them are 60 tons of vehicles, which puts great pressure on the road. Long-term transportation has caused serious damage to some roads on this route.

2. The shortage of funds has become an important factor for the untimely maintenance of village roads.

Judging from the feedback from the department, the reasons for the untimely maintenance of most village roads mainly focus on the issue of funds. According to the Highway Law and the Regulations of Liaoning Province on Highway Management, the village committee is responsible for the roads in the village. During the Eleventh Five-Year Plan period, the country has included every village in the plan, but the group connection is still a temporary connection, which has not been listed as a plan so far. Because at present, the state, province, city and county (district) have not allocated any construction or maintenance funds to Tuntuan (Group) Road through the transportation system, the maintenance and construction of Tuntuan (Group) Road must be solved by "one case, one discussion". However, after the agricultural tax was reduced, the income sources of the villages decreased, and the debts of many villages showed negative growth. Even if some villagers ask for road construction, when the villagers hold a "one thing, one discussion" meeting to raise funds and reward, most villagers have no funds, and the road construction problem cannot be solved in time.

Typical case (case): Farmers in Wanjia Village, Toudao Town, Changtu County, Tieling City reported: "Because the road leading to the village is seriously damaged, the pigs and cattle raised cannot be sold at high prices." After investigation, the total length of this section of road is about 3 kilometers, and the total cost of the project budget is 2 1 10,000 yuan. Because the higher authorities do not have the construction funds for this section, they can only solve the problem of road construction funds through "one thing, one discussion". There are 5 12 households in the village, of which 140 households are in favor and 372 households are against it. "One case, one discussion" failed to pass the financing plan, so due to the funding problem, the road section has not been built yet.

(b) Impact of road damage

1. This restricts the development of rural economy to some extent.

To get rich, build roads first. Without smooth traffic conditions as a hub, it will restrict the development of rural economy. On the one hand, it is difficult for rural native products to be shipped abroad, on the other hand, foreign businessmen are reluctant to enter, and the problems of "difficult to buy" and "difficult to sell" are more prominent. Villagers all over the province leave messages through people's letters. Com, all reflect that because of inconvenient transportation, the roads in the village were destroyed, and agricultural and sideline vendors were unwilling to enter the village, resulting in unsalable agricultural products due to road problems.

Villagers in Miaoxigou Village, Aojiabao Township, qingyuan county City, Fushun reported: "Every autumn, the grain harvest is not easy to sell because of the bad roads. The old farmer asked for some money from this grain all the year round, but he couldn't sell it because of the bad road. Take corn as an example. 20 1 1 February, the price of corn around Fushun and Shenyang was around 0.9 yuan, but we only had about 0.7 yuan here, which was about the same as 0.2 yuan. Each household harvested about 25,000 kilograms, and each farmer sold 5,000 yuan less. "

2. The index of villagers' happy life declined.

Roads have not been maintained for a long time, and villagers' production, life and spiritual and cultural needs have also been affected. It is often sunny and dusty, it is difficult to travel in rainy days, and the air quality has been polluted. At the same time, the overall environment such as village appearance has been affected. Due to the restriction of air quality, some people's living needs cannot be met, which affects the overall happiness index of villagers.

Villagers in Xigangtun Village, Lugou Village, Guangming Town, zhuanghe city, Dalian reported: "My parents are old, but they still have to climb ditches every day. The rainy season is coming, because there is no way to drive a car to pull materials to repair the house, it has long been a dangerous house. The old man's wish is to repair the road as soon as possible, and hope that traveling is no longer an obstacle every day. "

3. It is inconvenient for villagers and students to travel.

At present, most village roads in rural areas are still dirt roads, and the carrying capacity of roads has been "overloaded" due to long-term non-repair. When it rains, the roads are basically muddy, especially when students go to school, which becomes a problem for parents. After the integration of rural school resources, many students need to take the school bus to class. However, due to the muddy road, the school bus did not dare to enter the village, so the students had to get up early for school and take the school bus at the entrance of the village.

The villagers in Xibozi, Pingshan District, Benxi reported: "The roads here have not been repaired for more than five years, and the winter is better. If there is snow and ice, you can walk better, but summer will be over. It turns into a river when it rains, and the current is quite urgent. In addition, the original pavement has also been greatly damaged. It's full of stones. I can't walk with shoes on, and I can't stand barefoot. Children and old people can't walk. When it doesn't rain, it's all gray. It's no exaggeration to look at the road with your eyes wide open. Sometimes I can't see my fingers. If the weather is bad, taxi drivers are reluctant to go here. "
