Which one is better between Lassa and Xining?

Lhasa has a plateau temperate zone semi-arid monsoon climate. It is located on the north side of the Himalayas. Affected by downdrafts, it has sunny weather throughout the year with scarce rainfall. There is no severe cold in winter and no scorching heat in summer. The rainfall is concentrated in June, July, August and September. With more than 3,000 hours of sunshine throughout the year, it is known as the Sunshine City.
