A medical staff and colleagues in Douyu Town Central Health Center, Luancheng District, Shijiazhuang City, Hebei Province rest together. A community worker in Shijiazhuang died unfortunately because of overwork while organizing all the nucleic acid tests.
Li Ruizhi, a 55-year-old community worker, is a community worker in Guotai Street, Xiyuan Street, Xinhua District, Shijiazhuang. Her family told China Philanthropist that on June 6, 65438, Shijiazhuang conducted a nationwide nucleic acid test, and Li Ruizhi took the initiative to ask all sectors of society to participate in the registration of personnel information and the maintenance of the order of the nucleic acid test site. That evening, Li Ruizhi only rested for two or three hours and continued to work the next day. 65438+1At 5 pm on October 7, Li Ruizhi fainted at work and died two hours later.
Ten million people were found in three days. Since the first confirmed local case was found on June 2, 2020, the epidemic situation in Hebei Province has been concentrated. By the end of June, 65438+1month 10, more than 200 cases had been confirmed.
654381October 6, the cold wave struck, and the whole process of nucleic acid detection was carried out in Shijiazhuang, the epidemic center, and it was required to be completed within 3 days.
"Attention all residents, in the next 72 hours, everyone in our community will be tested for nucleic acid. Before the exam, residents should prepare their ID cards and wait at home. Don't go out ... During the closed-loop control period, the necessary daily necessities will be distributed by special personnel and purchased at the designated location of the community. " 65438+ Since the early morning of10.6, Shijiazhuang community has implemented closed management, and the community constantly reminds everyone to actively cooperate with the staff to do a good job in nucleic acid testing.
How to complete the sampling test of10 million people in the shortest time? According to the official explanation, on the basis of Shijiazhuang's investment of more than10.9 million people, on the 6 th, Hebei Province urgently transferred more than 3,000 medical personnel from other cities in the province to support Shijiazhuang.
A medical worker who assisted Shijiazhuang in Hengshui told China Philanthropist that in order to complete a large number of nucleic acid tests in a short time, each medical worker was equipped with four volunteers to carry out their work. These volunteers are basically locals who are familiar with the local situation. Medical staff and volunteers get up at 5 o'clock every morning, rush to the testing site, and work until 1 1 at night before returning home. "I basically don't get enough sleep for five hours every day."
According to the arrangement of joint defense and control mechanism in the State Council, from June 7th, 65438, five nucleic acid detection teams with 209 people were set up in Jiangsu and Zhejiang, and each medical team carried five sets of detection equipment and 50,000 copies of nucleic acid detection reagents to support the development of nucleic acid detection in Hebei. Support teams from Guangdong, Hunan, Jiangxi and other provinces also rushed to Hebei.
According to official data, more than10.25 million people living in Shijiazhuang, Hebei Province completed the first round of nucleic acid testing from/kloc-0 to10.8 in 65438, and a total of 354 people were positive.
At present, Shijiazhuang city is about to start the second round of all-staff nucleic acid testing. This round of full-time testing takes two days to complete, which is one day shorter than the first round of testing.
In the two rounds of comprehensive inspection, the community is at the forefront of epidemic prevention and control. Faced with such a heavy task, the pressure of community workers can be imagined.
Overworked community workers According to Li Ruizhi's family's recollection to philanthropists in China, at 6: 30 in the morning of June 6, 65438, Li Ruizhi and his colleagues started their posts and started the nucleic acid detection work in the community. She worked nonstop until 4 o'clock in the afternoon, then had a quick lunch, and then continued to work late into the night.
Li Ruizhi joined Xinhua Social Security Bureau in 2005 and was assigned to work in Guotai Street community, responsible for retirement certificate, social security and publicity. She is also a registered member of a caring commune in Hebei Province. She also participated in a number of non-profit organizations and engaged in public welfare activities for more than ten years.
"In the epidemic, the neighborhood committee is a key position, responsible for coordinating community personnel, who are also the people most familiar with the situation. My mother has always been particularly concerned about her work. " Li Ruizhi's family told China Philanthropist that since the outbreak of the epidemic in Shijiazhuang, Li Ruizhi basically went home at two or three in the middle of the night and went out to work at five or six in the morning.
65438+ 10 7, Li Ruizhi took office early in the morning. At 6 o'clock in the afternoon, she suddenly fainted at work and was taken to the provincial people's hospital by 120 ambulance for rescue. Two hours later, she died unfortunately because of ineffective rescue.
"Her colleagues took her to the hospital. When my father and I arrived, people were dying and their heartbeat was gone. " Li Ruizhi's son, Mr An, told China Philanthropist.
Li Dongjun, secretary of the General Party Branch of Guotai Street Community and director of the neighborhood committee, told the media that the on-site work of nucleic acid testing is not within the scope of Li Ruizhi's duties. Considering that she is older, before the nucleic acid test, she was actually assigned to the resident Committee to be responsible for contact, information registration and statistics. However, seeing that everyone was too busy to stand up, Li Ruizhi couldn't sit still and took the initiative to cooperate with the auxiliary work at the inspection site.
"My mother is usually in good health. The epidemic situation in Shijiazhuang is quite serious this time. Since asking the public to do all the nucleic acid tests, she has been working in the front line without rest and overwork. " Mr. An, the son of Li Ruizhi, told China Philanthropist that the staff of government departments had gone home to express their condolences on the night of the incident, and said that Li Ruizhi had an accident at work, and they hoped that it would be recognized as a work-related injury.
The current Regulations on Work-related Injury Insurance stipulates that employees are injured by accidents during working hours and workplaces due to work reasons, die of sudden illness during working hours and jobs, or die after being rescued within 48 hours. It should be recognized as a work-related injury.
Zhou Zhaocheng, a lawyer of Beijing Yifa Law Firm, believes that Li Ruizhi should not only be recognized as a work-related injury, but also declare a martyr.
"After the outbreak of the epidemic in Shijiazhuang, the epidemic prevention and control personnel have great work intensity, less rest time and great physical and mental stress. No matter what reason you fall down at work, it is also in line with the situation of' being injured in activities such as rescue and disaster relief to safeguard national interests and public interests' and meets the conditions for identifying work-related injuries. " Zhou Zhaocheng said.
In February, 2020, the relevant state departments issued the Notice on Appropriately Commending the Martyrs for Epidemic Prevention and Control in COVID-19, requiring that in the epidemic prevention and control in COVID-19, medical personnel and epidemic prevention workers who directly contact the cases to be investigated or confirmed, undertake the tasks of diagnosis, treatment, nursing, hospital infection control, case specimen collection, pathogen detection, and transporting patients from New Crown Pneumonia, are infected with COVID-19 in the line of duty and die, or other victims meet the conditions of martyr assessment (approval).
Lu Jingsheng, a professor at Renmin University of China, also said in an interview with China Philanthropist that Li Ruizhi died in the line of duty on a special occasion to fight the epidemic. According to the definition of the Law on the Protection of Heroes and Martyrs, he was judged as a martyr and suggested that the relevant departments should reward him according to law and identify him as a martyr.
