Legal analysis: If the work stoppage or work stoppage is caused by non-labor reasons in extreme weather such as rainstorm and flood, the employer shall pay the workers' wages according to the standards agreed in the labor contract within a wage payment period. Legal basis: Article 27 of Meteorological Law of People's Republic of China (PRC) People's governments at or above the county level shall strengthen the construction of meteorological disaster monitoring and early warning system, organize relevant departments to formulate meteorological disaster prevention plans, and take effective measures to improve their ability to prevent meteorological disasters. Relevant organizations and individuals shall obey the command and arrangement of the people's government and do a good job in meteorological disaster prevention.
